I am calling for the immediate removal of the current chief of police in Dunn, North Carolina. 

In November 2023, Cary Jackson removed K9 Pac-Man from his handler & placed him in the Dunn animal shelter! Jackson first LIED to the public about this until video evidence proved he was in the shelter. K9 Pac-Man is a 7 year old German Shepherd with hip/joint issues & anxiety. She removed him from his handler because the handler missed a photo shoot that he was unaware of. How unprofessional & disgusting. Most police dogs retire after 5-6 years of service. K9 Pac-Man has served for 5 years, with the last 3 years being with the handler that Jackson ripped him away from all for a personal vendetta. Money has been raised to purchase a new, younger K9 to replace K9 Pac-Man so that he can retire at no cost to the city of Dunn but Jackson refuses to allow him to retire. What is the point in continuing to work an aging K9 with health issues when a younger K9 would be able to serve for many more years? Jackson claims that the vet has approved him to work but refuses to allow a second opinion from an unbiased vet & refuses to let the public see the vet records claiming he is able to work. She has placed him with a third handler & posted a video on social media in retaliation to the growing support of K9 Pac-Man. The video actually shows K9 Pac-Man being compromised as his new handler is inexperienced & told him to "sit" which is a huge no for police K9's as they are only supposed to sit to alert their handlers. K9 Pac-Man & all his training has now been compromised yet Jackson & Dunn city officials refuse to allow him to retire peacefully. 

Cary Jackson continues to intimidate the public she was hired to serve & protect! At city hall meetings, she has all of her police department show up as well as her church to speak on her behalf & to intimidate the supporters of retiring K9 Pac-Man who are there to speak during the public comments section. This is also her attempt at taking up the entire 30 minute section so that supporters of K9 Pac-Man won't have time to speak since there is only a 30 minute period for all public comments. 

In 2012, Cary Jackson is seen on dash cam video kicking a handcuffed man as he lay face down on the ground! She was a lieutenant at the time. The video did not reach the public until 2017 but nothing was ever done. Instead of being prosecuted, she was promoted & is now the current chief of police! the link to the news coverage of this incident is included in this petition.

What is really disturbing is that she knew she was on camera & she also knew that she would not face any consequences. Dunn city officials as well as Harnett county officials have continued to look the other way as well as even contribute to covering this up. The mayor of Dunn as well as Dunn city officials have blocked all emails from their citizens regarding Cary Jackson.

This is NOT the only issue with Cary Jackson. She continues to LIE to the public, the citizens she is supposed to serve & protect. Since she became chief, nearly 17 officers have left the department. She is not a leader. She is not fit for ANY position in law enforcement & certainly NOT as the chief of police!! I will not go into details on the other issues as this petition is about the incident where she kicked a handcuffed person & should absolutely be reason enough to remove an officer from the force as this is a clear ABUSE OF POWER but a simple Google search will provide more incidents involving Cary Jackson. 

As a tax paying, voting citizen of Harnett county, where Dunn is located, I do not feel safe knowing that someone like Cary Jackson is in a position of power. I used to frequent the nice walking trail in Dunn with my dogs but since learning about Cary Jackson, I have not been near Dunn as I fear having any type of interaction with her. She is a dishonest, narcissistic, power hungry person who has no problem lying & no problem kicking a handcuffed person. Jackson shows clear signs of a sociopath & is a danger to all citizens of North Carolina. 

Do we really want to wait to see what else she is capable of? 17 fellow officers have left the department since she became the chief, not wanting to serve under her. The citizens of Harnett county are absolutely NOT safe with someone like Cary Jackson as the chief of police. We deserve accountability! We deserve honesty & integrity! We deserve to be protected & served by good, law abiding people! 

It's time for the covering up of corruption by public officials is put to an end in Harnett county, NC. Please sign & share this petition as well as reach out to those in positions to take ACTION rather than sit idly by & continue to allow this corruption to take place. Ask them why they are allowing this corruption to continue.
