Remove Chief Guy Howie from Glasgow PD permanently as well as Mayor Royce and investigate
The Issue
I am calling for the investigation and removal of Glasgow, KY Police Chief Guy Howie and Mayor Royce. Both for corruption.
My name is James Clark. I'm a disabled veteran living in Glasgow, Kentucky, and I'm calling for the immediate removal of Glasgow Police Chief Guy Howie and current Mayor Royce, along with a full independent investigation into both men.
On the very first day of my encounter with both Police Chief Guy Howie in Glasgow, Kentucky, and the current mayor Royce I witnessed conduct that no public servant should exhibit. It started when I attended the police department with a few questions about the city's approval of the Flock system, which is designed to help law enforcement monitor vehicles. Chief Howie spoke to me as if it was a business transaction, even finalizing our conversation with a so-called gentleman's handshake. But what followed was far from gentlemanly.
In a shocking turn, Chief Howie characterized me as a "terrorist" merely for my inquiry, a designation used to intimidate and silence. As we stood up as two people would to finalize a conversation he mentioned that he was adding my name to "The Hot List," a record meant for individuals who pose a danger to public safety and quite literally refers to terrorism or acts of or potential terrorism. Since then, police presence in my life has been overwhelming — patrolling my home, trailing my movements — reminiscent of an Orwellian nightmare.
In his own words, in a Forbes interview, Flock CEO Garrett Langley called DeFlock — ordinary citizens mapping camera locations — a "terrorist organization," saying they are "closer to Antifa than they are to anything else."and further labeled individuals and anybody who disagrees with him also as terrorists. But DeFlock isn't some shadowy organization. It's millions of individual Americans with the individual right to think, question, and disagree. One man — the CEO of a private company — does not get to decree that let's say he believes the sky is purple, it is now lawfully purple, and you'll face criminal charges for still seeing blue. This man/his system doesn't care if you're black or white, Christian or Muslim, gay or straight. A CEO branding Americans as terrorists for disagreeing affects every single one of us. I myself personally have been illegally detained by Chief Howie's authority and/or his authority by position multiple times. All times video evidenced.
Chief Howie has shown a blatant disregard for public rights and transparency by refusing to comply with my formal requests for public records, a legal right afforded to any citizen. Moreover, I was subjected to an illegal detainment of both myself and my young son and my service dog, Battle, for merely asking questions. Multiple times in separate locations. This is not an isolated incident but a part of an alarming pattern of abuse of power.
To further corroborate my corruption-rooted instincts regarding the entire city under both the mayor and the chief's authority: on the second encounter I had with the mayor I casually mentioned I was hard of hearing from the military, which was in fact a partial truth. And uncoincidentally on my next encounter with the chief, on July 23, 2026, I personally observed him mouth-whisper for an officer to arrest me while I was surrounded, for simply asking for my open records request after months of time had gone by when they legally only have 5 days per their own policy. I personally witnessed him whisper "he's hard of hearing and I know him and his type, he is a veteran, he will freak out if we all surround him," as they gradually got closer. The timing was spot on. I then saw the officer whisper "for what charge," and he said "if we put hands on him he will resist and that will be the charge." Assumedly there was a refusal because nobody stepped forward. Out of eight officers present not one identified themselves. Not one of them said I was committing a crime. Not one of them asked me to leave. Not one of them asked me what I was doing there. No one said I was detained. Yet no one said I was free to go. They simply boxed me into a corner so close in proximity that I genuinely feared for my life and had to stand with my phone in pocket and cross my arms against my chest just to turn around so that I did not sway my arms and catch an assault charge. That is the definition of detainment, without legally justifying it or saying you are. Chief Howie then said what do you need from me. I did not call him. Or the other seven officers sent. He then said in a very blatant and obviously different tone "I am the chief here and everything and I mean everything goes through me." He was referring to my open records request that did in fact involve his department and multiple others however I filed at the office that is literally for requesting residences open records requests. Therefore, I did not need him. I then responded as apparently not and then told him I've got what I need excuse me gentlemen and by the way I have more than perfect hearing and then every officer in the room parted the way for me to walk through. Little did I know my young son and service dog were also being physically detained outside of the courthouse the entire time. One cop and one cruiser closed off a lane of traffic just to block me in. Another cruiser parked flush against my rear bumper and the chief himself parked pinning my driver side door shut and another part directly in front of me. They never announced themselves. They never said "you are detained," they just did it. After being able to move freely I then instinctually started recording and I have video proof from then on of my son's detainment and his lack of any type of communication of the sort or dismissal or permission to leave, as well as the majority of the eight officers not only staying to keep us detained an additional 35 minutes but walking across the street and hiding their face from me recording, which blatantly symbolizes trying to cover up the conversation from the legal camera truth. 45 minutes later they simply leave without even saying why they were even there. As far as I know I'm still detained.
In another incident under the same chief's authority I was illegally detained while having active mini strokes in an actual factual hospital by the same police department. They threatened me multiple times with arrest for flailing while having mini strokes back to back to back to back for roughly an hour. One officer personally violated my personal space within inches just to trigger another stroke because I told them my PTSD is flaring for the first time in a decade because I am awakening from unconsciousness to a cocky kid with a hand on a pistol. After literally begging multiple, multiple times for him to just give me space he would cockily reply with "that is not how the law works" and he would take a noticeable step closer. His partner on scene refused to acknowledge the situation and encouraged his partner's behavior, all while he illegally and personally detained my young son, asking the same question over and over again — "what drugs is your dad on, because normal people don't do this" — all while illegally obtaining my other son's phone number from him by taking his property / his phone and actively tracking him until he arrived at the scene utilizing illegal GPS tracking procedures.
In local news that has turned national he has publicly praised officers as beloved and homegrown heroes who were killed or injured in line of duty, only to find out that they had a long record of police misconduct and/or brutality and/or outright murder.
After trying to find a supervisor in a county or higher level I find out that somehow the city has legal jurisdiction anywhere in the county, which spans several, several cities. Not only is the Glasgow Police Department corrupt but they have legal jurisdiction in places that legally should not be happening. Multiple reports get posted online daily by people ticketed or cited by the police department from as far as the next city over to outside of the state lines itself.
After dealing with this department on such an intimate basis I have now re-begun my career as an amendment auditor and I refuse to let this stand.
Regarding Mayor Royce: on the same day I filed for an open records request for the city of Glasgow, Kentucky, I also requested a formal meeting with our current serving mayor, Royce. Just as my written and verbal and email requests were ignored. Not denied. Not asking for an extension. Just ignored. Which by their own policy they only have 5 days. I then met the mayor in person that week at the town council meeting and asked when I could expect to speak to him and he said he doesn't speak with anybody, I have to file an official request. He did not even ask what the issue was. I then told him I had already done that and he simply walked away.
A couple of weeks went by and I never heard from anyone in any department about my request for open records or for an official meeting with my own mayor. I then saw the mayor again at the next town meeting and caught him before the meeting and asked again when I could expect a meeting or at least to hear back to discuss the possibility, and he then replied with "you now have my department's full cooperation." I then asked immediately, "so I did not have it beforehand?" He then smirked and walked away without answering. (Weeks upon weeks had went by at this point from my initial request)
The next day I went into the records office and the clerk was actually factually being polite instead of rude and telling me what I needed because she apparently could not go read an email. I was then told that she is not even the clerk — that the actual clerk abandoned her post and went to Alaska — and she was, as she said, just filling in.
I personally audited the courthouse structure as a whole as well as the police department and they both failed miserably.
Here we are, kicking a year, and I still haven't gotten the majority of my request and I still haven't had a face-to-face with my own mayor.
The citizens of Glasgow deserve better. Public officials, especially those in police leadership, must be held accountable for their actions. We need a police chief and a mayor who respects the community, follows the law, and acknowledges the public's right to transparency and trust.
