Petition for the Removal of Captain Darrell Carrillo from Matagorda County Jail Leadership

We, the undersigned, call for the immediate removal and termination of Captain Darrell Carrillo from his leadership position at Matagorda County Jail.

Under Captain Carrillo’s watch, Matagorda County Jail has been plagued by corruption, abuse, and repeated civil rights violations. Numerous individuals in custody have endured unacceptable treatment, including:

Deaths of inmates due to neglect and misconduct.
Physical assaults carried out or permitted under his leadership.
Severe medical neglect, resulting in permanent injuries, including the loss of eyesight.
Targeting and mistreatment of individuals with disabilities, including forcing them onto punitive “backbone” duty despite their conditions.
Systematic refusal to answer calls or carry out the duties of his position, allowing suffering, abuse, and emergencies to go unaddressed.
Widespread grievance tampering, retaliation, and intimidation, silencing those who attempt to report abuse or seek help.
Culture of torment, abuse, and inhumane treatment, amounting to cruel and unusual punishment.
These actions not only violate the constitutional rights of those incarcerated but also erode the public’s trust in the integrity and safety of our county’s justice system. Captain Carrillo has repeatedly demonstrated a failure of leadership, accountability, and humanity, fostering an environment where neglect and abuse are the norm.

Every day he remains in power further endangers the lives, health, and rights of individuals housed in Matagorda County Jail.

We Demand:
The immediate removal and termination of Captain Darrell Carrillo.
A full independent investigation into the abuses, deaths, retaliation, and misconduct under his leadership.
Structural reforms to ensure accountability, transparency, and humane treatment of all individuals in custody, including those with disabilities and medical needs.
