REMOVE AND BAN ALL ALPR CAMERAS IN DAVIE COUNTY, NC
The Issue
PETITION TO REMOVE AND BAN ALL ALPR CAMERAS IN DAVIE COUNTY, NORTH CAROLINA
TO: Davie County Sheriff and Davie County Board of Commissioners
SUBJECT: Immediate removal and permanent prohibition of automated license plate reader (ALPR) and all similar surveillance cameras
WE THE UNDERSIGNED CITIZENS OF DAVIE COUNTY respectfully and firmly petition the Davie County Sheriff and the Davie County Board of Commissioners to take immediate action to REMOVE, PROHIBIT, AND PERMANENTLY BAN ALL AUTOMATED LICENSE PLATE READER (ALPR) SURVEILLANCE CAMERAS operated by Flock Safety or any other ALPR, LPR and any similar functioning surveillance company in Davie County to be used by any county employee, government and/or agency.
Widespread monitoring, recording, and tracking of vehicles belonging to law-abiding citizens on public roads and in parking lots is an unacceptable invasion of personal privacy and threatens the freedoms protected by the Fourth Amendment to the United States Constitution.
The Fourth Amendment protects Americans against unreasonable searches and seizures. It is a violation of the Constitution for government agencies to systematically collect, store, search, or share information about the movements of innocent citizens.
DAVIE COUNTY RESIDENTS SHOULD NOT BE TREATED AS SUSPECTS SIMPLY BECAUSE THEY DRIVE ON PUBLIC ROADS.
WE DEMAND THE FOLLOWING ACTIONS:
1. DAVIE COUNTY SHERIFF — REMOVE ALL ALPR CAMERAS
Immediately discontinue the use of ALPR surveillance systems operated by the Sheriff’s Office, remove ALPR cameras under its authority, and cease collection, storage, and sharing of license plate tracking information through Flock Safety or any other ALPR provider.
2. DAVIE COUNTY COMMISSIONERS — BAN ALPR SURVEILLANCE
Adopt a countywide prohibition on the purchase, installation, funding, and operation of ALPR surveillance systems to be used by county government departments and agencies.
3. TERMINATE ALL FLOCK SAFETY AND OTHER ALPR CONTRACTS
Terminate and decline to renew any contracts and agreements involving Flock Safety or any other company providing automated license plate tracking and surveillance services to county agencies.
4. STOP TRACKING LAW-ABIDING CITIZENS
Immediately end the collection and retention of vehicle location information involving innocent Davie County residents.
5. PROTECT OUR FOURTH AMENDMENT RIGHTS
Respect and defend the constitutional rights of every resident by rejecting and permanently banning vehicle surveillance because this practice threatens individual liberty, privacy, and freedom of movement.
PUBLIC SAFETY MUST NEVER BECOME AN EXCUSE FOR MASS GOVERNMENT SURVEILLANCE OF INNOCENT CITIZENS.
We support legitimate law enforcement and the protection of our communities. However, we reject the idea that every resident must surrender personal privacy and freedom of movement in exchange for public safety.
WE ARE CITIZENS — NOT SUSPECTS.
REMOVE THE CAMERAS. END THE CONTRACTS. BAN ALPR SURVEILLANCE. PROTECT OUR FOURTH AMENDMENT RIGHTS.
We, the undersigned, urge the Davie County Sheriff and the Davie County Board of Commissioners to act immediately and publicly respond to these demands.
