The Issue

To Governor Tim Walz,

We, the undersigned Minnesota residents, urge you to take immediate action to protect public access and safety in essential community spaces by prohibiting immigration enforcement actions without a written judicial warrant signed by a judge at sensitive public locations across Minnesota.

We ask that Minnesota prohibit ICE agents and other federal immigration enforcement officials from entering, surveilling, detaining, questioning, or abducting individuals in or around the following locations without a judicial warrant:

Hospitals and clinics

Schools and childcare facilities

Grocery stores, restaurants, and essential retail businesses

Government offices and public buildings

Parking lots and surrounding areas connected to these locations

We support enforcement only when there is a judge-signed judicial warrant that specifically identifies the individual and demonstrates credible cause—limited to situations where the person sought is an undocumented immigrant with a felony-level criminal record and is reasonably believed to be on the premises.

No family should avoid medical care, school attendance, or basic necessities out of fear of warrantless surveillance or detention. Minnesota must ensure that essential services remain safe, accessible, and free from intimidation.

Governor Walz, we respectfully request you issue immediate guidance and pursue enforceable state-level protections to uphold public safety, civil rights, and constitutional due process.

Please act now.
