An Ardent and Urgent Appeal for the Resignation or Removal of Oriental Mindoro Electric Cooperative Inc. (ORMECO) General Manager Humphrey Atienza Dolor and the Entire Board; and for National Electrification Administration (NEA) Intervention and Takeover of ORMECO’s Management and Operations

We, the residents of Oriental Mindoro, consumer-members of Oriental Mindoro Electric Cooperative Inc. — ORMECO — and concerned Filipinos, respectfully but urgently raise this petition.

 

For years, the people of Oriental Mindoro have suffered from persistent, repeated and prolonged power outages. These are no longer simple service interruptions. They have become a daily burden, a public crisis and a continuing failure of essential service.

 

In many areas, brownouts occur almost daily, sometimes even three times a day. Families endure heat and darkness. Students lose study time. Small businesses lose income. Appliances are damaged. The elderly, children, and the sick are placed at risk. Public services and local livelihoods are disrupted.

 

What should have been “SerbisyOrmeco” has become, for many Mindoreños, “PerwisyOrmeco.”

 

Enough is enough.

 

We are not asking for luxury. We are demanding reliable electricity — a basic service essential to life, dignity, education, livelihood, health, public safety and development.

 

I. THE URGENT FACTUAL BASIS OF THIS PETITION

 

Based on the July 5, 2024 Memorandum of the Cooperative Development Authority (CDA) Region IV-B Extension Office, issued by Acting Regional Director Alberto A. Sabarias to CDA Chairman Undersecretary Joseph “Joy” Ballota Encabo, entitled “Status of Oriental Mindoro Electric Cooperative Inc. (ORMECO),” ORMECO had already been dissolved as a cooperative in 2022 due to its failure to submit mandatory compliance reports.

 

HERE are the EXCERPTS from the subject Memo dated 05 July 2024 sent by CDA A/RD Sabarias to CDA chair U/sec ENCABO, re:  STATUS OF ORIENTAL MINDORO ELECTRIC COOPERATIVE INC. (ORMECO):

 

“This has reference to the letter of Tirso Nieva Paglicawan Jr. dated July 04, 2024 addressed to Honorable Pia Cayetano, the Chairperson of Committee on Energy and Honorable Raphael Lotilla, the Secretary of Department of Energy.

 

Attention has been given as well to your good office and been endorsed to CDA R4B Extension on July 05, 2024. 

 

The said letter sent via electronic mail has the subject ‘An Ardent Request for Senate's Urgent Intervention to most kindly help us immediately solve the unintermittent and uninterrupted power failure in Oriental Mindoro effected and brought by incompetent, irresponsible and unconcerned incumbent top-level officers of Oriental Mindoro Electric Cooperative Inc. (ORMECO, Inc).’

 

Please be informed that as of 2022, ORMECO, Inc. had been dissolved as cooperative for non-submission of required reports. ORMECO, Inc. was registered with the Authority on April 04, 2013. However, since its registration, the cooperative failed to submit the mandatory compliance reports. Show Cause Order was issued against the cooperative on February 29, 2016, but no response from the latter. 

 

This non-compliance led to its dissolution on the year 2022. Futhermore, the issue involved in this case is a regulatory matter that falls within the domain of the National Electrification Administration (NEA). 

 

Pursuant to to CDA Memorandum issued on February 22, 2023, the Board of Directors of the Cooperative Development Authority (CDA) recognizes the power of supervision and regulation of the National Electrification Administration over CDA-registered Electric Cooperatives by virtue of Presidential Decree No. 269 as amended by Republic Act No. 10531 (RA 10531) also known as the National Electrification Administration Reform Act of 2013. The CDA’s recognition to the NEA is anchored both in law and jurisprudence. Section 181 of RA 10531 expressly repealed Article 132(3) of Republic Act No. 9520 or the Philippine Cooperative Code of 2008 which states that NEA has no longer regulatory and supervisory powers over CDA registered cooperatives. Such express repeal means that such power of the NEA is reinstated. In as much as Republic Act No. 10531 already took effect and forming part of the law of the land, the CDA shall continue to adhere to the Rule of Law and shall continue to support NEA in the exercise of its power over all electric cooperatives. 

 

This recognition of supervisory powers of NEA remains until there is a new legislation that would harmonize or align the seemingly conflicting provisions between RA No. 9520 and RA No. 11364 or the CDA Charter of 2019 and RA No. 10531, in the supervision and regulation of electric cooperatives.”

The same CDA communication stated that ORMECO was registered with the Authority on April 4, 2013 but since its registration, it failed to submit mandatory compliance reports. A Show Cause Order was issued on February 29, 2016 but ORMECO allegedly failed to respond. This non-compliance led to its dissolution in 2022.

 

The CDA also recognized that the issue involving ORMECO falls within the regulatory domain of the National Electrification Administration, or NEA, and that NEA’s supervisory and regulatory power over electric cooperatives is recognized by law and jurisprudence.

 

This raises a grave public and legal question:

 

If ORMECO has been dissolved as a cooperative since 2022, how can it continue to operate, govern, contract and manage an essential public service without immediate national intervention?

 

II. LEGAL AND JURISPRUDENTIAL BASIS FOR NATIONAL GOVERNMENT INTERVENTION

 

This petition is grounded not only on public suffering but also on law.

Under Republic Act No. 10531, the National Electrification Administration Reform Act of 2013, NEA is empowered to supervise electric cooperatives. The law authorizes NEA to conduct investigations, issue preventive or disciplinary measures, suspend or remove board members and officers, appoint independent directors, and exercise step-in rights in cases involving ailing electric cooperatives, subject to due process. 

The Supreme Court, in GM Loreto P. Seares Jr. v. National Electrification Administration Board, recognized that NEA’s disciplinary jurisdiction over electric cooperative officers and board members stems from its power of supervision and control over regulated electric cooperatives. The Court stated that NEA may take preventive or disciplinary measures including suspension, removal and replacement of board members, officers, or employees while observing due process. 

 

The Supreme Court also recognized in the ZAMECO II line of cases that NEA’s authority over electric cooperatives was not automatically removed by CDA registration. In Castillejos Consumers Association, Inc. v. Dominguez, the Court noted that ZAMECO II remained under NEA jurisdiction, not CDA jurisdiction, under applicable laws including RA 10531. 

 

Electricity distribution is not an ordinary business. The Supreme Court has described the distribution of electricity as a basic necessity imbued with public interest and subject to strict State regulation. Public utilities provide services indispensable to the public, and for that reason, they must submit to government regulation in the interest of the people. 

 

Further, Executive Order No. 156, series of 2021, recognizes that NEA exercises supervision over electric cooperatives and that step-in rights over ailing electric cooperatives are linked to ensuring consistent and reliable electricity service. It also directs government agencies involved in electricity service to cooperate in carrying out these public duties. 

 

Therefore, the national government has both the authority and the responsibility to act.

 

III. FAILURE OF LEADERSHIP AND LOSS OF PUBLIC CONFIDENCE

 

Despite years of authority, the present ORMECO leadership has failed to provide stable, reliable and sufficient electricity to the people of Oriental Mindoro.

 

The current leadership has failed to:

 

1.      Ensure stable power supply; 

2.     Implement timely and effective infrastructure solutions; 

3.     Protect consumers from repeated and prolonged outages; 

4.    Provide transparent and accountable governance; and 

5.     Restore public confidence despite widespread public complaints. 

 

For the people of Oriental Mindoro, this is no longer merely a technical issue. It is a leadership issue. It is an accountability issue. It is a public welfare issue.

 

The continued stay of ORMECO General Manager Engr. Humphrey Atienza Dolor and the entire Board has become unacceptable to many affected residents and consumer-members.

 

We therefore call for the immediate resignation or lawful removal of:

 

1.      Engr. Humphrey A. Dolor, General Manager; 

2.     Roberto R. Macalalad, Board President; 

3.     Danilo A. Acevedo, Vice President; 

4.    Delfin A. Sigue Jr., Secretary; 

5.     Anacleto A. Baculo, Treasurer; 

6.    Jose Sherwin F. Agarap, Member; 

7.     Antonio M. Mendeja, Member; and 

8.    Ronald P. Magsino, Member. 

 

IV. CONFLICT OF INTEREST AND PUBLIC TRUST CONCERNS

 

This petition also raises serious public concern over the fact that ORMECO General Manager Humphrey Atienza Dolor is the brother of incumbent Oriental Mindoro Governor Humerlito “Bonz” Atienza Dolor.

 

This relationship raises legitimate questions involving:

 

1.      Possible conflict of interest; 

2.     Undue influence; 

3.     Lack of independent accountability; and 

4.    Public perception of familial entrenchment in an essential public service. 

 

For this reason, this petition strongly opposes any takeover or control of ORMECO by the Oriental Mindoro Provincial Government or by Governor Bonz Dolor.

 

The takeover must be done by the Philippine national government through the proper national authorities and not by the provincial government.

 

The people need independence, not another layer of political connection.

 

V. THE SOCIAL COST OF DARKNESS

 

The suffering of Oriental Mindoro is real.

 

When electricity fails, businesses lose customers. Workers lose income. Students lose learning hours. Patients suffer. Families sleep in heat and darkness. Public confidence collapses.

 

The people pay their bills, but they do not receive the service they deserve.

 

As one citizen’s cry may be summed up:

 

“We pay fully, yet we live in darkness daily.”

 

This is not merely inconvenience. This is public hardship.

 

VI. MORAL GROUND OF THIS PETITION

 

The Scriptures remind us:

 

“Speak up for those who cannot speak for themselves; defend the rights of the poor and needy.” — Proverbs 31:8–9

 

And again:

 

“Learn to do right; seek justice; defend the oppressed.” — Isaiah 1:17

 

This is the moral spirit of this petition.

 

We speak not only for ourselves but for every family, student, worker, patient, business owner, farmer, fisherfolk and ordinary consumer in Oriental Mindoro who has suffered in silence for too long.

 

Public service is not a family privilege. Public utility management is not a private entitlement. Public office and public responsibility must answer to the people.

 

The 1987 Constitution declares:

 

“Public office is a public trust.”

 

That principle must not remain on paper. It must be felt in the homes, streets, schools, hospitals and businesses of Oriental Mindoro.

 

VII. OUR DEMANDS

 

We, the undersigned, respectfully and urgently call upon President Ferdinand “Bongbong” Marcos Jr., NEA Administrator Antonio Mariano C. Almeda, DOE Secretary Sharon S. Garin, Representative Leila de Lima and all appropriate national government agencies to act immediately.

 

We demand:

 

1. The immediate resignation or lawful removal of ORMECO General Manager Humphrey A. Dolor and the entire ORMECO Board.

 

The people have lost confidence. The present leadership has failed to deliver stable and reliable electricity.

 

2. Immediate national government intervention and takeover of ORMECO’s management and operations.

 

This takeover must be carried out by the proper national government authorities, through the Office of the President, DOE, NEA or other appropriate national agencies, consistent with law and due process.

 

3. No takeover by Oriental Mindoro Governor Humerlito “Bonz” Dolor or the Provincial Government of Oriental Mindoro.

 

Because of serious public concern regarding conflict of interest and familial connection, the takeover must be independent, national, transparent and free from local political influence.

 

4. Appointment of a competent, independent and accountable conservator or management team.

 

The new leadership must be technically capable, transparent, consumer-oriented, and free from political control.

 

5. A full forensic audit of ORMECO.

 

The audit must cover:

 

(a)    Financial operations; 

(b)   Contracts and power supply agreements; 

(c)    Procurement and infrastructure programs; 

(d)   Personnel and management practices; 

(e)    Compliance with CDA, NEA, DOE, ERC and other legal requirements; and 

(f)    All matters affecting ORMECO’s legal personality, governance, and operations. 

 

6. Immediate reforms to restore and stabilize electricity in Oriental Mindoro.

 

The new management must present a clear public action plan with timelines, accountability measures and consumer protection safeguards.

 

VIII. FINAL DECLARATION

 

We, the people of Oriental Mindoro, declare:

 

Enough is enough.

We do not want excuses.
We do not want blame-shifting.
We do not want political maneuvering.
We do not want another promise that disappears when the lights go out.

We want reliable electricity.
We want accountable leadership.
We want lawful intervention.
We want transparent management.
We want a real solution.

Oriental Mindoro deserves light.
Oriental Mindoro deserves service.
Oriental Mindoro deserves accountability.

 

Therefore, we call upon the national government:

 

(i) Take over ORMECO’s management and operations now.

(ii) Remove or replace the failed leadership.

(iii) Conduct a full forensic audit.

(iv) Appoint an independent conservator.

(v) Restore stable electricity; and

(vi) Protect the people.

 

Let this petition stand as the united voice of Mindoreños and concerned Filipinos:

Dear Senator Pia, DOE sec Lotilla and CDA chair Encabo:

 

Senator Cayetano, with your Honor's recent appointment as the Chairperson of the Senate Committee on Energy, we have been hopeful that finally, a redeemer or savior shall help us find a remarkably stable long-lasting solution to our province recurring issues on power outage as Mindoreños now rise in outrage due to grave failure of the incumbents to provide the constituents/ residents better electric service.

 

Because the topmost officers/ officials who manage the affairs and operations of Oriental Mindoro Electric Cooperative lnc. (ORMECO) are reportedly repeatedly performing their tasks and duties in extremely mediocre manner, not extending extra care and effort to deliver better service, the Mindoreños consider them highly incompetent, hugely irresponsible and totally unconcerned. 

 

This situation made residents of Or. Mindoro as if living in inferno whenever there is power cut, power outage or blackout and unfortunately, this power failure occurs not just once, twice or thrice in a day, within a week, in the entire month and for years (after the assumption to office of those incumbents)!

 

These circumstances and premises therefore are calls for immediate appropriate action. The conduct of thorough probe, to undertake forensic audit of manpower/ personnel and finances while all these present "predicaments" voluntarily must all resign and or be suspended for them not in any manner interfere or influence the result of investigation to be conducted.

"The NEA shall in determining the propriety of the conversion, be guided by the ability of the member-consumers of said electric cooperative to pay for their shares in the stock cooperative or stock corporation.

"The NEA may appoint or assign third persons to the Board of the electric cooperative until the NEA decides that the election of a new board of directors to manage the electric cooperative is necessary. The NEA may create a management team for the purpose.

"The NEA shall, in the exercise of its step-in rights under this Act, strictly observe due process of law. The step-in rights may only be exercised by the NEA in case of failure of-the electric cooperative to meet operational and financial standards set by the NEA or in other analogous instances set forth in the IRR of this Act."

Muling nakaranas ng rotational brownout sa ilang bahagi ng Oriental Mindoro nitong Lunes matapos magdeklara ang ORMECO ng “kritikal na kakulangan” sa supply ng kuryente sa buong lalawigan.

 

Batay sa power advisory ng electric cooperative alas-12 ng tanghali, umabot sa 15.12 megawatts ang kakulangan sa supply habang nasa 77.73 MW ang demand ng kuryente kumpara sa 62.62 MW lamang na dependable capacity ng grid.

 

Dahil dito, pansamantalang isinagawa ang Manual Load Dropping (MLD) sa pitong feeders upang maiwasan umano ang mas malawakang pagkawala ng suplay ng kuryente sa buong probinsya.

 

Kabilang sa mga naapektuhang feeders ang RX200, VI100, CA500, BS100, CA600 at CA300 na may kabuuang 19.30 MW load. Ayon sa ORMECO, ilan sa mga feeders ay agad ding naibalik makalipas ang ilang minuto.

 

Isa sa pangunahing dahilan ng kakulangan sa supply ay ang mababang lebel ng tubig sa mga ilog na nagpapahina sa operasyon ng hydropower plants sa lalawigan.

 

Halos walang naibigay na suplay ang ilang hydro facilities tulad ng LCMHPP Upper at Lower habang limitado rin ang output ng IMHPP at CHPP dahil sa “low water condition.”

 

Dagdag pa rito, hindi rin gumagana ang 3.0 MW EPP Regulus PG dahil umano sa kakulangan ng fuel delivery habang limitado rin ang operasyon ng PHESI Battery Energy Storage System dahil mababa ang charge nito.

 

Patuloy namang nakikipag-ugnayan ang ORMECO sa TransCo-SIGSO Mindoro Control Center at mga power provider upang maibalik sa normal ang supply ng kuryente sa lalong madaling panahon.

Sa isinagawang high-level meeting kaugnay ng planong 57MW power project, tahasang ipinahayag ni GM Dolor ang kanyang pagkadismaya sa performance at kahandaan ng ilang power providers na inaasahang tutulong sa lumalalang power situation ng lalawigan.

Dolor orders IPPs to stabilize power supply in Oriental Mindoro

 

     CALAPAN CITY, Oriental Mindoro – Gov. Humerlito A. Dolor has given existing and new independent power providers until May 31 to make their plants fully operational to significantly reduce power interruptions in this province.

    Dolor said that the operational infrastructure, from plants or electricity generators and connection to transmission lines, should be immediately completed to enable 105.5 megawatts in overall contracted capacity to be realized this year.

     “Let’s make sure that everything is delivered this year to have a stable power to meet local demand,” Dolor told representatives of five IPPs that attended an emergency meeting initiated by the provincial government on Monday, May 18, at the provincial capitol in Calapan City.

     “I know that some of you did not meet your obligations as specified in your respective contracts but this is not the time for blaming, we must move on for the benefit of the people of our province,” Dolor said, as he warned them that non-compliance of the deadline shall be considered as breach of contract that may result to cancellation and possible filing of cases in court.

     Humphrey A. Dolor, general manager of the Oriental Mindoro Electric Cooperative, has identified the problem in generation, delay in the setting-up of plants, and high fuel costs as the three major factors that caused the power shortage.

     Humphrey also cited the decrease in output of the two renewable energy suppliers, PHESI wind power in Puerto Galera that supplies 16 MW and the hydro power plant in San Teodoro that gives 15.5 MW, as contributory to the power crisis.

      He said these factors, including the 75.31 MW peak demand which the province experienced last May 11 as against the dependable supply of only 56.5 MW or a 18.81 MW deficit, forced Ormeco to implement rotational brownouts in all towns in the province, including the premiere tourist town of Puerto Galera and Calapan City.

     The Ormeco official said that four IPPs which could give an additional 37 MW are not yet operational.

      Gov. Dolor instructed his legal officer to make the necessary representations before the Energy Regulatory Commission in the processing of the applications for power supply agreements of IPPs.

     Humphrey appealed to member-consumers to be more prudent in using electricity and avoid excessive use of power during fiestas and similar celebrations.

     The five IPPs which pledged to cooperate with the governor’s call were DMCI Corp., East Paramount Energy Corp., Ormin Power Inc., Power One Corp., and RMS Petroleum Tech and Waste Management Corp.

The question is, are the Mindorenos ready to go to ORMECO as a united citizenry and lodged a class suit?

 

Dami na nag-attempt to convert ORMECO into a cooperative in its real sense but failed because of the ff:

 

1. We do not have share capital to ORMECO because they designed it that way for monopoly

 

2. We question the vested interest of the whistleblower (e.g. running for election, pa pogi points, pagkakaperahan lamang atbp.)

 

3. Majority of the consumers doesn’t actively participate simply becoz of “abala” at “gastos” kung mag cocomplain.

 

4. Advocates looses interest because consumers do not appreciate their sincerity dahil di kilala o sikat o politiko

 

We as a citizens are divided, we as citizens simply can not go out of our comfort zone. We as citizens doesn’t have that idea  of unity, that idea of malasakit. Iilan lang ang merong malasakit pinagtatawanan pa. I just hope this time ay talagang magbuklod na ang taga Oriental Mindoro sa serbisyong pulpol ng ORMECO

Valid na valid ang frustration ng bawat isa dahil hindi biro ang magtiis sa ganitong klaseng init nang walang kuryente. But honestly, we need to elevate the discourse. Nakakalungkot lang minsan makita na ang daming nagsasalita out of sheer emotion, throwing baseless accusations online without taking the time to actually research how our energy grid works. It’s a bit frustrating to see people demanding immediate fixes while completely ignoring the facts. Kung gusto natin ng totoong solusyon, we have to be smart enough to understand the root of the problem imbes na puro dada lang nang walang sapat na kaalaman.

 

To set the record straight, the power plants and Independent Power Producers (IPPs) are actually working and generating electricity. Ang totoong nangyayari is a massive supply-demand deficit. Umaabot na sa higit 75 megawatts ang peak demand natin ngayon dahil sa extreme heat, pero ang dependable supply ng probinsya ay nasa 56 megawatts lang. Dagdag pa rito, bumagsak ang generation capacity ng mga renewable sources natin, tulad ng hydro plants, dahil sa tindi ng dry season. The existing plants are operating at their absolute maximum limits to supply what they can. Hindi nila pwedeng dayain o pilitin ang pag-produce ng mas maraming kuryente dahil ang mismong imprastraktura ng probinsya ang hindi na kinakaya ang bigat ng demand.

 

This brings us to where the real accountability should fall: our local government leadership, specifically Governor Dolor and his brother, Humprey Dolor. Ang dali kasing maglabas ng mga press release at ultimatums na tatanggalin daw ang kontrata ng mga IPPs, making it look like he is saving the public from "greedy" power providers. Pero in reality, this crisis is a direct result of years of poor energy planning, lack of a concrete provincial roadmap for power capacity expansion, and political grandstanding. It is highly unfair to vilify the power plants that are literally keeping the remaining lights on, habang ang kapabayaan ng capitolyo sa long-term infrastructure foresight ang totoong rason ng krisis na ito. Let’s stop blaming the operators who are trying to manage an overwhelmed system; let's demand accountability from the leadership that failed to future-proof our province in the first place.

Lalong lalo na, naaapektuhan nito ang ekonomiya at turismo ng lalawigan. Sa halip na dadayuhin ay kaaayawan, sa halip na marami na ang pwedeng makapag work-from-home na manggagwa galing Maynila na nais lamang makapiling ang pamilya, hindi magawa dahil pawala-wala ang kuryente. 

 

Alam kong mayroon namang talagang solusyon sa mga isyung ito na kayang gawin ng consumers gaya ng pagbili ng generators, solar fans, lights, back up flashlight, rechargeable lamps/fans, at marami pang iba. PERO HINDI LAHAT NG SIMPLE SA ISANG MAMAMAYAN AY SIMPLE PARA SA LAHAT. Hindi porket kaya mong bumili ng mga nabanggit ay kaya na rin ng lahat. MASISISI MO BA ANG MGA MANGGAGAWANG ANG ARAWAN LAMANG AY 250-300 PESOS LAMANG, MINSAN AY BINABARAT PA? HINDI! Hindi nila kasalanan yon. At kung ang solusyon pala ay bumili ng mga nabanggit sa itaas, EDI SANA HINDI NALANG PALA NAG-ORMECO, DIBA? Ano pa ang silbi? PALAMUTI?

An Ardent and Urgent Appeal for the Resignation or Removal of Oriental Mindoro Electric Cooperative Inc. (ORMECO) General Manager Humphrey Atienza Dolor and the Entire Board; and for National Electrification Administration (NEA) Intervention and Takeover of ORMECO’s Management and Operations

We, the residents of Oriental Mindoro, consumer-members of Oriental Mindoro Electric Cooperative Inc. — ORMECO — and concerned Filipinos, respectfully but urgently raise this petition.

 

For years, the people of Oriental Mindoro have suffered from persistent, repeated and prolonged power outages. These are no longer simple service interruptions. They have become a daily burden, a public crisis and a continuing failure of essential service.

 

In many areas, brownouts occur almost daily, sometimes even three times a day. Families endure heat and darkness. Students lose study time. Small businesses lose income. Appliances are damaged. The elderly, children, and the sick are placed at risk. Public services and local livelihoods are disrupted.

 

What should have been “SerbisyOrmeco” has become, for many Mindoreños, “PerwisyOrmeco.”

 

Enough is enough.

 

We are not asking for luxury. We are demanding reliable electricity — a basic service essential to life, dignity, education, livelihood, health, public safety and development.

 

I. THE URGENT FACTUAL BASIS OF THIS PETITION

 

Based on the July 5, 2024 Memorandum of the Cooperative Development Authority (CDA) Region IV-B Extension Office, issued by Acting Regional Director Alberto A. Sabarias to CDA Chairman Undersecretary Joseph “Joy” Ballota Encabo, entitled “Status of Oriental Mindoro Electric Cooperative Inc. (ORMECO),” ORMECO had already been dissolved as a cooperative in 2022 due to its failure to submit mandatory compliance reports.

 

HERE are the EXCERPTS from the subject Memo dated 05 July 2024 sent by CDA A/RD Sabarias to CDA chair U/sec ENCABO, re:  STATUS OF ORIENTAL MINDORO ELECTRIC COOPERATIVE INC. (ORMECO):

 

“This has reference to the letter of Tirso Nieva Paglicawan Jr. dated July 04, 2024 addressed to Honorable Pia Cayetano, the Chairperson of Committee on Energy and Honorable Raphael Lotilla, the Secretary of Department of Energy.

 

Attention has been given as well to your good office and been endorsed to CDA R4B Extension on July 05, 2024. 

 

The said letter sent via electronic mail has the subject ‘An Ardent Request for Senate's Urgent Intervention to most kindly help us immediately solve the unintermittent and uninterrupted power failure in Oriental Mindoro effected and brought by incompetent, irresponsible and unconcerned incumbent top-level officers of Oriental Mindoro Electric Cooperative Inc. (ORMECO, Inc).’

 

Please be informed that as of 2022, ORMECO, Inc. had been dissolved as cooperative for non-submission of required reports. ORMECO, Inc. was registered with the Authority on April 04, 2013. However, since its registration, the cooperative failed to submit the mandatory compliance reports. Show Cause Order was issued against the cooperative on February 29, 2016, but no response from the latter. 

 

This non-compliance led to its dissolution on the year 2022. Futhermore, the issue involved in this case is a regulatory matter that falls within the domain of the National Electrification Administration (NEA). 

 

Pursuant to to CDA Memorandum issued on February 22, 2023, the Board of Directors of the Cooperative Development Authority (CDA) recognizes the power of supervision and regulation of the National Electrification Administration over CDA-registered Electric Cooperatives by virtue of Presidential Decree No. 269 as amended by Republic Act No. 10531 (RA 10531) also known as the National Electrification Administration Reform Act of 2013. The CDA’s recognition to the NEA is anchored both in law and jurisprudence. Section 181 of RA 10531 expressly repealed Article 132(3) of Republic Act No. 9520 or the Philippine Cooperative Code of 2008 which states that NEA has no longer regulatory and supervisory powers over CDA registered cooperatives. Such express repeal means that such power of the NEA is reinstated. In as much as Republic Act No. 10531 already took effect and forming part of the law of the land, the CDA shall continue to adhere to the Rule of Law and shall continue to support NEA in the exercise of its power over all electric cooperatives. 

 

This recognition of supervisory powers of NEA remains until there is a new legislation that would harmonize or align the seemingly conflicting provisions between RA No. 9520 and RA No. 11364 or the CDA Charter of 2019 and RA No. 10531, in the supervision and regulation of electric cooperatives.”

The same CDA communication stated that ORMECO was registered with the Authority on April 4, 2013 but since its registration, it failed to submit mandatory compliance reports. A Show Cause Order was issued on February 29, 2016 but ORMECO allegedly failed to respond. This non-compliance led to its dissolution in 2022.

 

The CDA also recognized that the issue involving ORMECO falls within the regulatory domain of the National Electrification Administration, or NEA, and that NEA’s supervisory and regulatory power over electric cooperatives is recognized by law and jurisprudence.

 

This raises a grave public and legal question:

 

If ORMECO has been dissolved as a cooperative since 2022, how can it continue to operate, govern, contract and manage an essential public service without immediate national intervention?

 

II. LEGAL AND JURISPRUDENTIAL BASIS FOR NATIONAL GOVERNMENT INTERVENTION

 

This petition is grounded not only on public suffering but also on law.

Under Republic Act No. 10531, the National Electrification Administration Reform Act of 2013, NEA is empowered to supervise electric cooperatives. The law authorizes NEA to conduct investigations, issue preventive or disciplinary measures, suspend or remove board members and officers, appoint independent directors, and exercise step-in rights in cases involving ailing electric cooperatives, subject to due process. 

The Supreme Court, in GM Loreto P. Seares Jr. v. National Electrification Administration Board, recognized that NEA’s disciplinary jurisdiction over electric cooperative officers and board members stems from its power of supervision and control over regulated electric cooperatives. The Court stated that NEA may take preventive or disciplinary measures including suspension, removal and replacement of board members, officers, or employees while observing due process. 

 

The Supreme Court also recognized in the ZAMECO II line of cases that NEA’s authority over electric cooperatives was not automatically removed by CDA registration. In Castillejos Consumers Association, Inc. v. Dominguez, the Court noted that ZAMECO II remained under NEA jurisdiction, not CDA jurisdiction, under applicable laws including RA 10531. 

 

Electricity distribution is not an ordinary business. The Supreme Court has described the distribution of electricity as a basic necessity imbued with public interest and subject to strict State regulation. Public utilities provide services indispensable to the public, and for that reason, they must submit to government regulation in the interest of the people. 

 

Further, Executive Order No. 156, series of 2021, recognizes that NEA exercises supervision over electric cooperatives and that step-in rights over ailing electric cooperatives are linked to ensuring consistent and reliable electricity service. It also directs government agencies involved in electricity service to cooperate in carrying out these public duties. 

 

Therefore, the national government has both the authority and the responsibility to act.

 

III. FAILURE OF LEADERSHIP AND LOSS OF PUBLIC CONFIDENCE

 

Despite years of authority, the present ORMECO leadership has failed to provide stable, reliable and sufficient electricity to the people of Oriental Mindoro.

 

The current leadership has failed to:

 

1.      Ensure stable power supply; 

2.     Implement timely and effective infrastructure solutions; 

3.     Protect consumers from repeated and prolonged outages; 

4.    Provide transparent and accountable governance; and 

5.     Restore public confidence despite widespread public complaints. 

 

For the people of Oriental Mindoro, this is no longer merely a technical issue. It is a leadership issue. It is an accountability issue. It is a public welfare issue.

 

The continued stay of ORMECO General Manager Engr. Humphrey Atienza Dolor and the entire Board has become unacceptable to many affected residents and consumer-members.

 

We therefore call for the immediate resignation or lawful removal of:

 

1.      Engr. Humphrey A. Dolor, General Manager; 

2.     Roberto R. Macalalad, Board President; 

3.     Danilo A. Acevedo, Vice President; 

4.    Delfin A. Sigue Jr., Secretary; 

5.     Anacleto A. Baculo, Treasurer; 

6.    Jose Sherwin F. Agarap, Member; 

7.     Antonio M. Mendeja, Member; and 

8.    Ronald P. Magsino, Member. 

 

IV. CONFLICT OF INTEREST AND PUBLIC TRUST CONCERNS

 

This petition also raises serious public concern over the fact that ORMECO General Manager Humphrey Atienza Dolor is the brother of incumbent Oriental Mindoro Governor Humerlito “Bonz” Atienza Dolor.

 

This relationship raises legitimate questions involving:

 

1.      Possible conflict of interest; 

2.     Undue influence; 

3.     Lack of independent accountability; and 

4.    Public perception of familial entrenchment in an essential public service. 

 

For this reason, this petition strongly opposes any takeover or control of ORMECO by the Oriental Mindoro Provincial Government or by Governor Bonz Dolor.

 

The takeover must be done by the Philippine national government through the proper national authorities and not by the provincial government.

 

The people need independence, not another layer of political connection.

 

V. THE SOCIAL COST OF DARKNESS

 

The suffering of Oriental Mindoro is real.

 

When electricity fails, businesses lose customers. Workers lose income. Students lose learning hours. Patients suffer. Families sleep in heat and darkness. Public confidence collapses.

 

The people pay their bills, but they do not receive the service they deserve.

 

As one citizen’s cry may be summed up:

 

“We pay fully, yet we live in darkness daily.”

 

This is not merely inconvenience. This is public hardship.

 

VI. MORAL GROUND OF THIS PETITION

 

The Scriptures remind us:

 

“Speak up for those who cannot speak for themselves; defend the rights of the poor and needy.” — Proverbs 31:8–9

 

And again:

 

“Learn to do right; seek justice; defend the oppressed.” — Isaiah 1:17

 

This is the moral spirit of this petition.

 

We speak not only for ourselves but for every family, student, worker, patient, business owner, farmer, fisherfolk and ordinary consumer in Oriental Mindoro who has suffered in silence for too long.

 

Public service is not a family privilege. Public utility management is not a private entitlement. Public office and public responsibility must answer to the people.

 

The 1987 Constitution declares:

 

“Public office is a public trust.”

 

That principle must not remain on paper. It must be felt in the homes, streets, schools, hospitals and businesses of Oriental Mindoro.

 

VII. OUR DEMANDS

 

We, the undersigned, respectfully and urgently call upon President Ferdinand “Bongbong” Marcos Jr., NEA Administrator Antonio Mariano C. Almeda, DOE Secretary Sharon S. Garin, Representative Leila de Lima and all appropriate national government agencies to act immediately.

 

We demand:

 

1. The immediate resignation or lawful removal of ORMECO General Manager Humphrey A. Dolor and the entire ORMECO Board.

 

The people have lost confidence. The present leadership has failed to deliver stable and reliable electricity.

 

2. Immediate national government intervention and takeover of ORMECO’s management and operations.

 

This takeover must be carried out by the proper national government authorities, through the Office of the President, DOE, NEA or other appropriate national agencies, consistent with law and due process.

 

3. No takeover by Oriental Mindoro Governor Humerlito “Bonz” Dolor or the Provincial Government of Oriental Mindoro.

 

Because of serious public concern regarding conflict of interest and familial connection, the takeover must be independent, national, transparent and free from local political influence.

 

4. Appointment of a competent, independent and accountable conservator or management team.

 

The new leadership must be technically capable, transparent, consumer-oriented, and free from political control.

 

5. A full forensic audit of ORMECO.

 

The audit must cover:

 

(a)    Financial operations; 

(b)   Contracts and power supply agreements; 

(c)    Procurement and infrastructure programs; 

(d)   Personnel and management practices; 

(e)    Compliance with CDA, NEA, DOE, ERC and other legal requirements; and 

(f)    All matters affecting ORMECO’s legal personality, governance, and operations. 

 

6. Immediate reforms to restore and stabilize electricity in Oriental Mindoro.

 

The new management must present a clear public action plan with timelines, accountability measures and consumer protection safeguards.

 

VIII. FINAL DECLARATION

 

We, the people of Oriental Mindoro, declare:

 

Enough is enough.

We do not want excuses.
We do not want blame-shifting.
We do not want political maneuvering.
We do not want another promise that disappears when the lights go out.

We want reliable electricity.
We want accountable leadership.
We want lawful intervention.
We want transparent management.
We want a real solution.

This has reference to the letter of Tirso Nieva Paglicawan Jr. dated July 04, 2024 addressed to Honorable Pia Cayetano, the Chairperson of Committee on Energy and Honorable Raphael Lotilla, the Secretary of Department of Energy. 

 

Attention has been given as well to your good office and been endorsed to CDA R4B Extension on July 05, 2024. 

 

The said letter sent via electronic mail has the subject “An Ardent Request for Senate's Urgent Intervention to most kindly help us immediately solve the unintermittent and uninterrupted power failure in Oriental Mindoro effected and brought by incompetent, irresponsible and unconcerned incumbent top level officers of Oriental Mindoro Electric Cooperative Inc. (ORMECO, Inc)."

 

Please be informed that as of 2022, ORMECO, Inc. had been dissolved as cooperative for non-submission of required reports. ORMECO, Inc. was registered with the Authority on April 04, 2013. However, since its registration, the cooperative failed to submit the mandatory compliance reports. Show Cause Order was issued against the cooperative on February 29, 2016, but no response from the latter. 

 

This non-compliance led to its dissolution on the year 2022. Futhermore, the issue involved in this case is a regulatory matter that falls within the domain of the National Electrification Administration (NEA). 

 

Pursuant to to CDA Memorandum issued on February 22, 2023, the Board of Directors of the Cooperative Development Authority (CDA) recognizes the power of supervision and regulation of the National Electrification Administration over CDA-registered Electric Cooperatives by virtue of Presidential Decree No. 269 as amended by Republic Act No. 10531 (RA 10531) also known as the National Electrification Administration Reform Act of 2013. The CDA’s recognition to the NEA is anchored both in law and jurisprudence. Section 181 of RA 10531 expressly repealed Article 132(3) of Republic Act No. 9520 or the Philippine Cooperative Code of 2008 which states that NEA has no longer regulatory and supervisory powers over CDA registered cooperatives. Such express repeal means that such power of the NEA is reinstated. In as much as Republic Act No. 10531 already took effect and forming part of the law of the land, the CDA shall continue to adhere to the Rule of Law and shall continue to support NEA in the exercise of its power over all electric cooperatives. 

 

This recognition of supervisory powers of NEA remains until there is a new legislation that would harmonize or align the seemingly conflicting provisions between RA No. 9520 and RA No. 11364 or the CDA Charter of 2019 and RA No. 10531, in the supervision and regulation of electric cooperatives.

Dear Senator Pia, DOE sec Lotilla and CDA chair Encabo:

 

Senator Cayetano, with your Honor's recent appointment as the Chairperson of the Senate Committee on Energy, we have been hopeful that finally, a redeemer or savior shall help us find a remarkably stable long-lasting solution to our province recurring issues on power outage as Mindoreños now rise in outrage due to grave failure of the incumbents to provide the constituents/ residents better electric service.

 

Because the topmost officers/ officials who manage the affairs and operations of Oriental Mindoro Electric Cooperative lnc. (ORMECO) are reportedly repeatedly performing their tasks and duties in extremely mediocre manner, not extending extra care and effort to deliver better service, the Mindoreños consider them highly incompetent, hugely irresponsible and totally unconcerned. 

 

This situation made residents of Or. Mindoro as if living in inferno whenever there is power cut, power outage or blackout and unfortunately, this power failure occurs not just once, twice or thrice in a day, within a week, in the entire month and for years (after the assumption to office of those incumbents)!

 

These circumstances and premises therefore are calls for immediate appropriate action. The conduct of thorough probe, to undertake forensic audit of manpower/ personnel and finances while all these present "predicaments" voluntarily must all resign and or be suspended for them not in any manner interfere or influence the result of investigation to be conducted. 

 

The Board of Directors of the Cooperative Development Authority (CDA) recognizes the power of supervision and regulation of the National Electrification Administration (NEA) over CDA-registered Electric Cooperatives by virtue of Presidential Decree No. 269 as amended by Republic Act No. 10531 (RA 10531) also known as the National Electrification Administration Reform Act of 2013

For Mindoreños NOT to suffer anymore, not to drive away its own people from home; for the province to attract and entice tourists/ visitors and inventors/ investors

 

As the Mindoreños and the Filipino Workers of the World are well deserved, privileged and entitled for nothing less and nothing more but excellent service.

 

We shall forever be greatly grateful to you Sen. "The NEA shall in determining the propriety of the conversion, be guided by the ability of the member-consumers of said electric cooperative to pay for their shares in the stock cooperative or stock corporation.

"The NEA may appoint or assign third persons to the Board of the electric cooperative until the NEA decides that the election of a new board of directors to manage the electric cooperative is necessary. The NEA may create a management team for the purpose.

"The NEA shall, in the exercise of its step-in rights under this Act, strictly observe due process of law. The step-in rights may only be exercised by the NEA in case of failure of-the electric cooperative to meet operational and financial standards set by the NEA or in other analogous instances set forth in the IRR of this Act."

Muling nakaranas ng rotational brownout sa ilang bahagi ng Oriental Mindoro nitong Lunes matapos magdeklara ang ORMECO ng “kritikal na kakulangan” sa supply ng kuryente sa buong lalawigan.

 

Batay sa power advisory ng electric cooperative alas-12 ng tanghali, umabot sa 15.12 megawatts ang kakulangan sa supply habang nasa 77.73 MW ang demand ng kuryente kumpara sa 62.62 MW lamang na dependable capacity ng grid.

 

Dahil dito, pansamantalang isinagawa ang Manual Load Dropping (MLD) sa pitong feeders upang maiwasan umano ang mas malawakang pagkawala ng suplay ng kuryente sa buong probinsya.

 

Kabilang sa mga naapektuhang feeders ang RX200, VI100, CA500, BS100, CA600 at CA300 na may kabuuang 19.30 MW load. Ayon sa ORMECO, ilan sa mga feeders ay agad ding naibalik makalipas ang ilang minuto.

 

Isa sa pangunahing dahilan ng kakulangan sa supply ay ang mababang lebel ng tubig sa mga ilog na nagpapahina sa operasyon ng hydropower plants sa lalawigan.

Dagdag pa rito, hindi rin gumagana ang 3.0 MW EPP Regulus PG dahil umano sa kakulangan ng fuel delivery habang limitado rin ang operasyon ng PHESI Battery Energy Storage System dahil mababa ang charge nito.

 

Patuloy namang nakikipag-ugnayan ang ORMECO sa TransCo-SIGSO Mindoro Control Center at mga power provider upang maibalik sa normal ang supply ng kuryente sa lalong madaling panahon.

Sa isang Facebook post ng ORMECO Inc., naging kapansin-pansin ang matapang at diretsahang mensahe ni ORMECO General Manager Engr. Humphrey Dolor sa mga Independent Power Producers (IPPs) sa gitna ng patuloy na rotational brownouts at manipis na suplay ng kuryente sa Oriental Mindoro.

 

Sa isinagawang high-level meeting kaugnay ng planong 57MW power project, tahasang ipinahayag ni GM Dolor ang kanyang pagkadismaya sa performance at kahandaan ng ilang power providers na inaasahang tutulong sa lumalalang power situation ng lalawigan.

Ngunit higit sa technical updates, naging sentro ng usapan ang transparency, mabilis na aksyon, at pananagutan habang araw-araw na naaapektuhan ng brownouts ang mga negosyo, ospital, paaralan, at libo-libong consumers sa Oriental Mindoro.

Dolor orders IPPs to stabilize power supply in Oriental Mindoro

 

     CALAPAN CITY, Oriental Mindoro – Gov. Humerlito A. Dolor has given existing and new independent power providers until May 31 to make their plants fully operational to significantly reduce power interruptions in this province.

    Dolor said that the operational infrastructure, from plants or electricity generators and connection to transmission lines, should be immediately completed to enable 105.5 megawatts in overall contracted capacity to be realized this year.

     “Let’s make sure that everything is delivered this year to have a stable power to meet local demand,” Dolor told representatives of five IPPs that attended an emergency meeting initiated by the provincial government on Monday, May 18, at the provincial capitol in Calapan City.

     “I know that some of you did not meet your obligations as specified in your respective contracts but this is not the time for blaming, we must move on for the benefit of the people of our province,” Dolor said, as he warned them that non-compliance of the deadline shall be considered as breach of contract that may result to cancellation and possible filing of cases in court.

     Humphrey A. Dolor, general manager of the Oriental Mindoro Electric Cooperative, has identified the problem in generation, delay in the setting-up of plants, and high fuel costs as the three major factors that caused the power shortage.

     Humphrey also cited the decrease in output of the two renewable energy suppliers, PHESI wind power in Puerto Galera that supplies 16 MW and the hydro power plant in San Teodoro that gives 15.5 MW, as contributory to the power crisis.

      He said these factors, including the 75.31 MW peak demand which the province experienced last May 11 as against the dependable supply of only 56.5 MW or a 18.81 MW deficit, forced Ormeco to implement rotational brownouts in all towns in the province, including the premiere tourist town of Puerto Galera and Calapan City.

     The Ormeco official said that four IPPs which could give an additional 37 MW are not yet operational.

      Gov. Dolor instructed his legal officer to make the necessary representations before the Energy Regulatory Commission in the processing of the applications for power supply agreements of IPPs.

     Humphrey appealed to member-consumers to be more prudent in using electricity and avoid excessive use of power during fiestas and similar celebrations.

     The five IPPs which pledged to cooperate with the governor’s call were DMCI Corp., East Paramount Energy Corp., Ormin Power Inc., Power One Corp., and RMS Petroleum Tech and Waste Management Corp.

If our duly elected officials TRULY cares for us, they should be the one spearheading this against Ormeco

 

Pero dahil ang mahal lang nila ay ang upuan nila, us Mindorenos should do it by ourselves. 

 

The question is, are the Mindorenos ready to go to ORMECO as a united citizenry and lodged a class suit?

 

Dami na nag-attempt to convert ORMECO into a cooperative in its real sense but failed because of the ff:

 

1. We do not have share capital to ORMECO because they designed it that way for monopoly

 

2. We question the vested interest of the whistleblower (e.g. running for election, pa pogi points, pagkakaperahan lamang atbp.)

 

3. Majority of the consumers doesn’t actively participate simply becoz of “abala” at “gastos” kung mag cocomplain.

 

4. Advocates looses interest because consumers do not appreciate their sincerity dahil di kilala o sikat o politiko

 

We as a citizens are divided, we as citizens simply can not go out of our comfort zone. We as citizens doesn’t have that idea  of unity, that idea of malasakit. Iilan lang ang merong malasakit pinagtatawanan pa. I just hope this time ay talagang magbuklod na ang taga Oriental Mindoro sa serbisyong pulpol ng ORMECO

Oo, nakakagalit talaga ang araw-araw na brownout dito sa Oriental Mindoro, at we completely have the right to demand accountability. Valid na valid ang frustration ng bawat isa dahil hindi biro ang magtiis sa ganitong klaseng init nang walang kuryente. But honestly, we need to elevate the discourse. Nakakalungkot lang minsan makita na ang daming nagsasalita out of sheer emotion, throwing baseless accusations online without taking the time to actually research how our energy grid works. It’s a bit frustrating to see people demanding immediate fixes while completely ignoring the facts. Kung gusto natin ng totoong solusyon, we have to be smart enough to understand the root of the problem imbes na puro dada lang nang walang sapat na kaalaman.

 

To set the record straight, the power plants and Independent Power Producers (IPPs) are actually working and generating electricity. Ang totoong nangyayari is a massive supply-demand deficit. Umaabot na sa higit 75 megawatts ang peak demand natin ngayon dahil sa extreme heat, pero ang dependable supply ng probinsya ay nasa 56 megawatts lang. Dagdag pa rito, bumagsak ang generation capacity ng mga renewable sources natin, tulad ng hydro plants, dahil sa tindi ng dry season. The existing plants are operating at their absolute maximum limits to supply what they can. Hindi nila pwedeng dayain o pilitin ang pag-produce ng mas maraming kuryente dahil ang mismong imprastraktura ng probinsya ang hindi na kinakaya ang bigat ng demand.

 

This brings us to where the real accountability should fall: our local government leadership, specifically Governor Dolor and his brother, Humprey Dolor. Ang dali kasing maglabas ng mga press release at ultimatums na tatanggalin daw ang kontrata ng mga IPPs, making it look like he is saving the public from "greedy" power providers. Pero in reality, this crisis is a direct result of years of poor energy planning, lack of a concrete provincial roadmap for power capacity expansion, and political grandstanding. It is highly unfair to vilify the power plants that are literally keeping the remaining lights on, habang ang kapabayaan ng capitolyo sa long-term infrastructure foresight ang totoong rason ng krisis na ito. Let’s stop blaming the operators who are trying to manage an overwhelmed system; let's demand accountability from the leadership that failed to future-proof our province in the first place.

Ang opisyal na Facebook page ng butihing gobernador ay nagpadala ng imbitasyon sa akin ng pagsali sa isang Facebook group na nagpapakita ng napakaraming magagandang proyektong nagawa na nila sa lalawigan ng Oriental Mindoro. Akin namang pinaunlakan ang imbitasyon at doon ko nakita ang mga proyektong tunay ngang para sa masa. Nakatutuwa, kabilib-bilib.

Mahalagang masolusyon ito. At ang solusyon dapat ay pangmatagalan. Hindi lamang band-aid solution. Mahalaga ang isyung ito dahil naaapektuhan nito ng mga pangkabuhayan ng lahat lalo na ang mga maliliit na tao, ang mga nagtitinda ng isda at karne sa palengke na hirap makahanap ng yelo kapag walang kuryente, ang mga mag-aaral, ang mga may sakit, ang mga gurong nagsasaayos ng lesson plan para sa klase, ang mga manggagawa sa sektor ng medisina, ang mga bagong silang na kalalabas lamang ng hospital, at mga pulis na nais makapagpahinga ng ayos sa bahay at makatulong ng mahimbing matapos ang mahabang araw ng pagseserbisyo, ang security personnels na kailangan ng electric fan sa bawat gabi ng duty na malamok, at marami pang iba. Lalong lalo na, naaapektuhan nito ang ekonomiya at turismo ng lalawigan. Sa halip na dadayuhin ay kaaayawan, sa halip na marami na ang pwedeng makapag work-from-home na manggagwa galing Maynila na nais lamang makapiling ang pamilya, hindi magawa dahil pawala-wala ang kuryente. 

 

Alam kong mayroon namang talagang solusyon sa mga isyung ito na kayang gawin ng consumers gaya ng pagbili ng generators, solar fans, lights, back up flashlight, rechargeable lamps/fans, at marami pang iba. PERO HINDI LAHAT NG SIMPLE SA ISANG MAMAMAYAN AY SIMPLE PARA SA LAHAT. Hindi porket kaya mong bumili ng mga nabanggit ay kaya na rin ng lahat. MASISISI MO BA ANG MGA MANGGAGAWANG ANG ARAWAN LAMANG AY 250-300 PESOS LAMANG, MINSAN AY BINABARAT PA? HINDI! Hindi nila kasalanan yon. At kung ang solusyon pala ay bumili ng mga nabanggit sa itaas, EDI SANA HINDI NALANG PALA NAG-ORMECO, DIBA? Ano pa ang silbi? PALAMUTI? 

 

Hindi na naaabot ng ORMECO, INC. ang kanilang pangakong Vision at Mission. KUNG KAILANGANG PALITAN ANG MANAGEMENT, AY PALITAN PARA SA IKABUBUTI NG LAHAT AT PARA SA INTERES NG PUBLIKO.
