THE P.S. 176 CONSTITUENTS DEMAND THAT THE NYC DEPT. OF EDUCATION / NYC PUBLIC SCHOOLS IMMEDIATELY REMOVE MS. ELIZABETH CULKIN (PRINCIPAL OF P.S. 176) AND APPOINT A NEW INTERIM PRINCIPAL; AND REQUEST FOR AN INDEPENDENT SAFETY INSPECTION/ASSESSMENT OF P.S. 176.

The constituents, comprised of the P.S. 176 community at large, including but not limited to parents, guardians, family members, teachers, other school staff, and school community stakeholders (the “P.S. 176 Constituents”), demand that the NYC Dept. of Education / NYC Public Schools immediately remove Ms. Elizabeth Culkin (principal of P.S. 176) and appoint a new interim principal.

On March 7, 2025, parents expressed their concerns and inquired further about the school construction work during the School Leadership Team ("SLT") meeting.  Principal Culkin eventually told us about many construction related issues, including but not limited to, asbestos (in classrooms, cafeteria, kitchen, auditorium), falling pink-like matter, dust and debris, exposed pipes, lead, paint chips, paint peeling and chipping inside classrooms, boiler issues, pipe leaks, leaks, water infiltration, water puddling, water damage and deterioration of ceiling/roof, ceiling plaster damage, fallen ceiling plaster, roof leaks, roof replacement, windows replacement and missing windows throughout the 5th floor classrooms; and that the construction was stalled due to, including but not limited to, payment issues between the contractors.

During the March 7, 2025 SLT meeting, principal Culkin explicitly told the SLT teachers and parents that the information regarding the many school construction issues was not to leave the SLT group and was not to be shared with anyone else.  Principal Culkin said that she would not share the information during the PTA meeting that immediately followed the SLT meeting.

Principal Culkin chose to continue keeping all of this very important and consequential information a secret.  Principal Culkin did not provide the required notices to parents, teachers and other school staff.  Instead many children and teachers continued being in classrooms and in conditions that were "unhabitable/unacceptable" as stated by Genesis Sanchez of the Division of School Facilities.  (See Ms. Sanchez email of March 6, 2025).

ISSUES, INCLUDE BUT ARE NOT LIMITED TO:

• Principal Culkin's failure to protect students, teachers, and other school staff, in connection with asbestos disturbance/exposure.
• Principal Culkin's retaliation against parents; and telling parents to leave her school if they don't feel safe.
• Principal Culkin's retaliation against teachers; and telling teachers that if they are not a team player they should transfer elsewhere.
• Principal Culkin's, past and present, abuse, misconduct, mistreatment, retaliatory, unethical behavior and authoritarian leadership against parents, parent leaders, teachers and other school staff.
• Principal Culkin creating a toxic and hostile school/work environment.
• Principal Culkin's interference with SLT, PTA and Title I PAC elections, including interference with other past PTA events.
• Principal Culkin's interference, refusal to work with, jeopardizing, mistreatment and retaliation against former PTA president "_._." and former PTA treasurer "_._._".
• Principal Culkin's mistreatment and reprimanding actions against our P.S. 176 parent coordinator Ms. Qin Zhu.

While the majority of the P.S. 176 Constituents come from marginalized and vulnerable communities, today, we are united and unwavering, in the mission to protect our children and teachers at P.S. 176.  We want to ensure that our P.S. 176 school won’t be in a similar or same situation, now or in the future.

To say the least, principal Ms. Elizabeth Culkin’s, past and present, retaliatory behavior and authoritarian leadership is unacceptable, ineffective, unprofessional, and unbecoming of what a principal should stand for.  Ms. Culkin has been the principal at P.S. 176 since around 2005 - 20 years as the P.S. 176 principal; and prior to 2005, Ms. Culkin was an assistant principal at P.S. 176.  Thus, Ms. Elizabeth Culkin must be held to the highest of standards.

Ms. Elizabeth Culkin has hindered and injured the P.S. 176 Constituents.  Ms. Culkin’s behavior, repeated lack of response, repeated lack transparency, repeated failures and most importantly not adhering to the health and safety of our children, demonstrate that Ms. Culkin is not the leader that the P.S. 176’s Constituents and our children deserve.  If Ms. Culkin is not immediately removed then we can expect further injuries to the children, parents and teachers via Ms. Culkin’s retaliatory behavior and authoritarian leadership, all of which are unacceptable, unprofessional and ineffective.

Therefore, for the health and safety of our children and teachers, we the P.S. 176 Constituents demand that the NYC Dept. of Education / NYC Public Schools hold Ms. Elizabeth Culkin accountable for the many failures, including but not limited to:  (1) the failure to act in the best interest of the children, (2) the failure to take action that allowed the worsening conditions of the disturbed (friable) asbestos, (3) the failure to protect the children, teachers and other school staff, (4) the failure to comply with the law (e.g. AHERA), (5) the failure to inform and provide notification to parents, teachers and other school staff of the disturbance and exposure of friable asbestos, (6) the failure to provide all of the documents requested, (6) the attempts to stop Andres Juarez, together with "_._.", "_._._" and "_._." (collectively the "Whistleblowers") from sharing the information relating to many serious issues, including relating to the NYC SCA school construction work and the resulting friable asbestos disturbance and exposure at P.S. 176; and (7) principal Ms. Elizabeth Culkin’s threats to retaliate and conspire against, including but not limited to, the Whistleblowers and their children.

Ms. Culkin has failed the entire P.S. 176 community and her conduct has demonstrated that she cannot be trusted.  The P.S. 176 Constituents have no confidence and no trust in her leadership.  THEREFORE, THE P.S. 176 CONSTITUENTS DEMAND THAT THE NYC DEPT. OF EDUCATION / NYC PUBLIC SCHOOLS IMMEDIATELY REMOVE MS. ELIZABETH CULKIN (PRINCIPAL OF P.S. 176) AND APPOINT A NEW INTERIM PRINCIPAL; AND REQUEST FOR AN INDEPENDENT SAFETY INSPECTION/ASSESSMENT OF P.S. 176.

• 未向家长、老师及职员及时告知风险情况；
• 拒绝提供相关文件；
• 阻止 Andres Juarez 及其他“吹哨人”分享重要信息；
• 威胁打压“吹哨人”及其子女。

Culkin 校长已彻底失去 P.S. 176 社区的信任，她不配继续担任该校校长一职。我们郑重要求教育局采取果断行动，切实保障学生和教职员工的安全。

LOS MIEMBROS DE LA COMUNIDAD DE P.S. 176 EXIGEN QUE EL DEPARTAMENTO DE EDUCACIÓN DE NYC / ESCUELAS PÚBLICAS DE NYC DESTITUYAN DE INMEDIATO A LA SRA. ELIZABETH CULKIN (DIRECTORA DE P.S. 176) Y NOMBREN UN/A DIRECTOR/A INTERINO/A; ASÍ COMO UNA INSPECCIÓN Y EVALUACIÓN DE SEGURIDAD INDEPENDIENTE PARA P.S. 176.

Nosotros, los miembros de la comunidad de P.S. 176 —incluidos padres, madres, tutores, familiares, maestros, otro personal escolar y partes interesadas de la comunidad escolar (en adelante “la Comunidad de P.S. 176”)— exigimos al Departamento de Educación de NYC / Escuelas Públicas de NYC la destitución inmediata de la Sra. Elizabeth Culkin como directora de P.S. 176 y el nombramiento de un/a nuevo/a director/a interino/a.

La directora Culkin finalmente reveló diversos problemas relacionados con la construcción, que incluían, entre otros: asbesto en aulas, cafetería, cocina y auditorio; caída de un material parecido a algodón rosado; polvo y escombros; tuberías expuestas; plomo; pintura desconchada; problemas con el sistema de calderas; filtraciones; acumulación de agua; daños por agua; deterioro de techos; yeso de techo dañado y desprendido; goteras en techos; necesidad de reemplazo de techos y ventanas, y ventanas faltantes en los salones del quinto piso. Además, informó que las obras estaban detenidas, entre otros motivos, por problemas de pago entre contratistas.

Durante esa reunión del 7 de marzo de 2025, la directora Culkin indicó explícitamente a los maestros y padres miembros del SLT que dicha información no debía salir de ese grupo ni compartirse con nadie más, y que tampoco la mencionaría en la reunión de la PTA que tendría lugar inmediatamente después.

La directora Culkin optó por ocultar esta información importante y grave. No emitió los avisos requeridos a padres, maestros ni personal escolar. Por el contrario, permitió que niños y docentes permanecieran en salones y áreas en condiciones catalogadas como “inhabitables/inaceptables” por Genesis Sánchez, del Departamento de Instalaciones Escolares, según su correo del 6 de marzo de 2025.

PROBLEMAS REPORTADOS (INCLUYEN PERO NO SE LIMITAN A):

• La incapacidad de la directora Culkin de proteger a estudiantes, maestros y personal de la escuela ante la alteración y exposición a asbesto.
• Represalias contra padres, diciéndoles que si no se sentían seguros debían retirar a sus hijos de su escuela.
• Represalias contra maestros, diciendo que quienes no fueran “parte del equipo” deberían trasladarse a otro centro.
• Maltrato, conductas inapropiadas, abuso de poder, represalias, comportamiento no ético y liderazgo autoritario de la directora Culkin contra padres, líderes de padres, maestros y personal escolar, en el pasado y presente.
• Haber creado un ambiente escolar y laboral tóxico y hostil.
  Interferencias en las elecciones del SLT, PTA y Comité de Padres Título I, así como en eventos anteriores de la PTA.
• Hostigamiento, obstaculización y represalias contra la ex presidenta y ex tesorera de la PTA.
• Maltrato y reprimendas contra nuestra coordinadora de padres de P.S. 176, la Sra. Qin Zhu.

Aunque la mayoría de los miembros de la Comunidad de P.S. 176 pertenecen a comunidades vulnerables y marginadas, hoy nos mantenemos unidos y firmes en nuestra misión de proteger a nuestros niños y maestros. No permitiremos que P.S. 176 continúe ni repita esta situación ahora ni en el futuro.

En pocas palabras, el liderazgo autoritario y las represalias constantes de la Sra. Elizabeth Culkin son inaceptables, ineficaces, poco profesionales y contrarias a lo que representa el cargo de director/a escolar. Culkin ha sido directora de P.S. 176 desde aproximadamente 2005 —casi 20 años en ese cargo— y antes de eso fue subdirectora. Por ello, debe rendir cuentas con los más altos estándares.

Su conducta ha dañado profundamente a la comunidad de P.S. 176. Su reiterada falta de respuesta, falta de transparencia y continuo incumplimiento de su deber de proteger la salud y seguridad de nuestros niños demuestran que no es la líder que nuestros estudiantes y comunidad merecen. Si no se le remueve de inmediato, se seguirán generando daños a estudiantes, padres y maestros por sus acciones represivas y su gestión autoritaria, lo cual es inaceptable, poco profesional e ineficaz.

POR LO TANTO, POR LA SALUD Y SEGURIDAD DE NUESTRA COMUNIDAD ESCOLAR, NOSOTROS, LA COMUNIDAD DE P.S. 176, EXIGIMOS:

1. Que el Departamento de Educación de NYC / Escuelas Públicas de NYC destituya de inmediato a la Sra. Elizabeth Culkin como directora de P.S. 176.
2. Que se nombre un/a director/a interino/a de inmediato.
3. Que se ordene una inspección y evaluación independiente de seguridad en P.S. 176.

La Sra. Culkin ha fallado a toda nuestra comunidad escolar al:

• No actuar en el mejor interés de los estudiantes.
• Permitir el empeoramiento de las condiciones de asbesto alterado (friable).
• No proteger a estudiantes, maestros y personal.
• Incumplir con las leyes correspondientes (incluida AHERA).
• No notificar ni informar a los padres, maestros y personal sobre los riesgos de exposición.
• Negarse a entregar todos los documentos solicitados.
• Intentar impedir que Andrés Juárez, junto a otros denunciantes ("Whistleblowers"), compartieran información importante sobre los problemas graves en la escuela, incluyendo los relacionados con los trabajos de construcción y la exposición a asbesto.
