1. Where is the exact tower location at the town garage. It is not on the site plan in the proposal.
2. How many other cell towers is Chester planning on installing?
3. Will any trees need to be removed?
4. What will happen to private well water from run-off at the site.
The developer of the tower is required to investigate all of the potential environmental effects and disclose any significant effect in an Environmental Assessment before building the tower. If the tower significantly affects the environment, the developer must await FCC approval before building the tower.
5. Has the Town of Chester received any required impact reports from the developer?
6. How many lights will be on the structure and will there be blinking lights?
7. Will the town of Chester be using residential zoning setback laws when considering the placement of the tower?
8. Will the tower conform to wetland and flood zone provisions?
9. Will the generators comply with Chester's noise regulations?
10. What is the minimal lot size (in square feet) required to place a cell tower?

A public hearing is tentatively scheduled for Tuesday, July 29, 7 p.m. for residents to learn more about the proposed cell tower (BOS will decide on this at our meeting this evening- will publish the date). Homeland Towers will be on hand to present their project and answer questions. Because the agreement affects a municipal property, a subsequent town vote is needed and will be scheduled for a later date. If the vote passes, the regulatory authority, the Connecticut Siting Council (CSC), will hold public engagement sessions as part of their process. The proposed cell tower plan will have to meet strict state and federal standards, including potential health and environmental impacts.
