The 1991 Gulf War had over 42,000 incidents that our military dealt with. These troops came home, things went wrong medically, and they had to live with it. By 1995 DOD started to declassify those records. 6 million from the war. To aid veterans claims and investigate probable cause of mystery illnesses. Released to OSAGWI. I took every abbreviation in the tome "Conduct of the Persian Gulf" and systematically wrote 1,019 FOIAs over a year across our country. NSA, CIA, DTC, DOD, CDC, and so on. Mostly got partial responses. OSAGWI dumped everything it had at me. Handling 5 or more FOIAs a day, I crashed there servers.

I was so bold, I bought the military domain name Gulflink.org and directly parodied gulflink.osd.mil so DOD would take me to court. DOD lawyers saw I would benefit from media and backed off. Very complicated story behind this. I even saved other repositories like PAC, PSOB, MHVCB, from being dumped into obscurity. Then my infamous battle with PSOB and 2 of its members turning on Sen Warren Rudman. I had said in 2000 it was a Whitewash and the media ran with it.

Enough so that Rep  Shays of Government Reform came to my aid and made NARA open it's DOD reading room to me at Suitland. CMDR Gerald Voorhies of Security Review at the Pentagon began training me on FOIA methodology. I was a regular at Pentagon meetings in 1999.

Since then, 44,000 total files were released on DOD OSAGWI up to 2003. Then they buried 99.9% of those records. It's 2025, 34 years after the Gulf War. If it went well, why have these not been released. 30 years is release deadline. I specialized in inventory records that described these documents,  and found the Air force, Navy, forward observers, Centcom, and many others played dirty with us.

There were 30,000 cases of food poisoning. The violation of the Michigan Biologics anthrax vaccine with a wrong filter, producing 10,000 times too much protein given to troops with no monitoring. Thousands of cases of Leishmaniasis, West Nile Virus we brought back. Hydrogen Sulfide from the burning oil well fires. Assorted industrial waste in the Shammal winds. Thousands of animals killed by anthrax when they dumped the fermenters. Spalling DU in burning wreckage. Burn Pit issues. Chemical SCUD impacts. Assorted chemical weapons scattered in the open from bombing. Dusty mustard boot cuff rashes. Toxic exposures to Ammonium Perchlorate when the MLRS were fired around us. CARC paint. Even the sand itself, silicosis. Which carried microbes on it. All being ignored because of a waiver by the white house to dismiss it all. Even vilify it

I tried with the help of Rep Chet Edward's to get a federal advisory committee in 2008. Then appointed to it. The VA ACGWV. Only to find VA didn't share my vision or interest. They cut us short at 18 months. Buried our report. Doors closed. GWVIS reporting system terminated. DOD won at not answering to my request again.

DOD saw a opportunity here, and reclassified all deployments into one title. Deployment Health. This way they could use funding from certain wars, and then use it for the one program - and white wash those wars with generic titles. Under this title, we stopped being Gulf War Veterans and became "deployed troops" to cover up disease trends like ALS. Now we are Gulf War era that the PACT act excludes. Nothing with us is pin point or surgical. Which is why every new program like the Burn Pit Registry fails to find anything. No exams, or very basic test. Deployment Health has been used to conceal problems like Leishmaniasis in OIF / OEF troops. Play down numbers in reporting like they did in 2004. Creating silent epidemics in America like Leishmaniasis in the blood supply that requires ELISA DNA testing. Mutated Acinetobacter Baumanii in every hospital in America. West Nile Virus outbreak. Etc. 

Thousands of incidents remain buried in time. Veterans are dying miserable deaths with no clue of possible cause, chemical weapons in other areas besides Khamasiyah. Even nuclear incidents from the bombing of reactors. The cover up has gone on long enough, release all these records to aid the survivors with proof of cause. Haven't we paid a high enough price for this war.

Now Im just finding out about VHA directive 1101.07 from August 30 2021 that talks about a 1,055 annual ALS military diagnosis rate and apparent death rate by 2024. This is mostly Gulf war, OEF, OIF. To come out of no where and explode like this. The VA ALS registry is not being honest. So Ive written VA about this too. Another silent epidemic.

George Bush and most of his cabinet is dead. George Bush Library has volumes of his records ready for release. James Tuitte III can release the classified data of the 1994 Senate Reigle report. OSAGWI can sign off on Suitland NARA. CIA has duplicates, release those - ask Patrick Eddington. Bring in others like Jim Brown and Chris Korkven who know where records are. We can have the Presidential Waiver terminated. If this is over like they say, then release it. Otherwise, not doing implies guilt and cover up. A 2 trillion dollar cover up when you add in OIF, OEF. As EOD engineers from that can confirm things as well just with left over IEDs. Enough is enough.

Ron Brown of VVA and the VA RAC contacted Sec of Defense Pete Hegseth February 18th 2025 about Gulf War issues. What should have been on the table was releasing the OSAGWI records sets. The letter hinted and eluded but not quite said that. If Hegseth is aware, then why not this. Too many singular efforts where a group one is needed. That is where this petition comes as a group effort. The only growing large scale national one.

Declared victory when I found the Index on Demand record sets for 2017, 2018, 2019 on NARA. Thought these were available. NARA dragged out a reply so I went to Rep John Carter for help. After the congressional NARA responded back to me in bizarre cryptic statements. After several emails its clear that they plan to release none of these records any time soon.

They didnt feel the need to give me real answers. The NARA AAD webpage kind of answered one question. Not going to show any records on the AAD page. Every war but Gulf war. It doesnt exist.

NARA kept pretending it didnt know what Obama Executive order 13526 is but they were hiding behind it. Gulf war was nothing but WMD, and Obama made it so WMD can be concealed for 50 to 75 years.

It gets worse. I inventory the 3 main IOD military pdfs on the NARA website to produce a spreadsheet. Find out it 1,752,954 records between 164 box sets coming out to 842.24 cubic feet. This is way short of the 6.6 million they should have for release. 34 years later, why are they not on the AAD NARA webpage. Only answer, EO 13256 is allowing NARA  to ignore them to 2041 or even later.

Newsweek, Star and Stripes botch both stories. Neither writer understand what is going on, and were no help or opening doors. Cant seem to get a technical writer to step in on this. So there is no pressure on Hegseth or Trump to side step the Obama EO. Im the only one that gets all this and been saying this EO is evil since 2009.

Im working between NARA and Rep John Carter. Trying to bring in 5 other subcommittees between House an Senate. Watching the NGWRC make this worse at every step trying to get exclusive media. Not doing there home work to crack this with half baked articles. Totally correct when I told Ron Brown there is no way Hegseth will give him the records or a straight answer.

Because, others think short cuts will work. Not with this. Your prying teeny tiny bits of it because of highly corrupt executive infrastructure above the law. With Barrack Obamas Executive Order 13526, every president is above the law for the duration of there life spans. Average American citizen can NEVER get the truth about our executive branch. Like with war crimes of the 1991 Gulf war.

Update: As of September 24th House and Senate have backed away from this issue. Ron Brown blew it and hiding from that fact. NARA in College Park refuses to cooperate. Uscentcom told me it sent 400 boxes of Gulf war records to NARA in 2017 with accession numbers. Sec of Def Pete Hegseth refuses to acknowledge my letter to him signed receipt. It very much looks like the Pentagon and White House have zero interest in joint meetings with the service groups, grass roots, and myself. Ron Brown is a perfect tool for them to pretend they tried. As NARA is the base of a massive cover up denying access 34 years later to these records. Literally pretending on the AAD NARA military web page the Gulf war never happened. There is no justice for suffering veterans such as myself. Which Im also proving with VA not taking a fatty adipose tissue sample during my recent toxic exposure exam. Ignoring my CRUR unit locator data base reinstatement at DOD. Ignoring that my unit was near Al Rumaylah in Iraq. Ignoring the OSAGWI special files at NARA that confirm all this. Ignoring my effort to amend PL105-368 from 1998 to 2025.

Had approached HVAC subcommittee about the data in November. They showed zero interest which was ominous. Rep John Carters staff have stayed with me but not the HVAC staffers. Clearly they have no desire desire to take on anything large or complicated. So Gulflink.osd.mil is making no efforts to put the declassed records backup. NARA AAD section still treating the Gulf war like it didnt happen. Military media writers still treat people like me as the enemy. No legislation, hearings, or GAO. Complete stagnation.

What have Gulf War veterans gained in 2025? Nothing. Much of it due to Sec of Def Hegseth. 

Here it is one year later, and NARA has no intentions of cooperating. If the Epstein files are any indication, America is incapable of releasing records that have legal ramifications. Meaning Presidents are above the law and anything goes. The world community gets that America has completely degenerated and may take action against us. As the Greenland situation is in defiance of the world and most Americans.

This is not complicated, war is over. Trump signed the repeal to 102-1 war powers act. This happened 34 years ago. The proof it went wrong is that its still 100% classified in 2026. A massive global injustice in the trillions of dollars. Instead they spend $125 million renaming DOD to DOR. As Trump has global conquest, and abuse the military for occupation rather than defense. After Greenland, - Canada, Cuba, and so on. This isnt the public will, more like manifest destiny which is worse.

The blame lies with House and Senate members that allowed this. Watched. Did nothing to stop it.

The wealthy of America destroyed it. Started WWIII out of pure greed. Made all this silly. None of these regimes will live beyond 300 years or humanity itself at this point. Dial it back folks. You went too far. Clean house and keep it simple. Get a new hobby that doesnt involve killing people. As for the Gulf war records, come clean on your record of failure since 1991.
