The Pomona Waste to Energy "Deal" between City of Harare and Geogenix in its current form is not in the best interest of the residents and ratepayers of Harare.
- Article 3.1.1 of the Memorandum of Agreement between City of Harare and Geogenix binds the City of Harare to hand over its Pomona Dumpsite FREE of charge against no payment of any fees, tariffs, or taxes whatsoever, and in turn the City pays US$40 per tonne to dump waste at the same dumpsite at its own cost.
- Article 23.3 of the Memorandum of Agreement between City of Harare and Geogenix binds the local authority in the first year to deposit a minimum of 550 tonnes of waste per day at a rate of USD40 per tonne, and the City will be charged USD22 000 per day with or without depositing waste at the dumpsite.
- Residents and ratepayers of Harare who are supposed to be beneficiaries of the project were not consulted and the project was imposed on the residents of Harare. Section 13(2) of the Constitution provides for the involvement of the people in the formulation and implementation of development plans and programmes that affect them.
- There is no Independent Feasibility Study to assess whether the “project” is viable and financially sustainable for the City taking into consideration our economic context and the financial position of the local authority.
- The financial model of the deal is exploitative and not sustainable for an already financially distressed local authority like City of Harare.
We call upon the Harare City Council to stand with the residents and ratepayers of Harare by terminating the deal because it does not benefit the City of Harare and the residents at large.
The Minister of Local Government must NOT be both referee and player on the deal, but must allow residents of Harare to decide whether the deal continues or is terminated.
We call an end to top-down approaches and violation of Constitutional provisions that provides for citizen participation, transparency and accountability.
