Reject the Overdevelopment of Fant's Grove Circle: Anderson Reserve Phase II and III

Anderson Reserve Phase II is coming back to the Anderson County Planning Commission on Tuesday March 12 at 6:00 PM at the old courthouse.  Please go to this new petition and sign it and show up to oppose this Mega Subdivision in rural Anderson County.

Below is the December 2023 proposal that was voted down by the Planning Commission.

I am a land owner in Anderson, SC, living in harmony with nature on land zoned for agriculture. Our community is characterized by homeowners owning multiple acres of land, allowing wildlife to roam freely through our forested and agricultural areas. However, this tranquility is threatened by the proposed rezoning request for Anderson Reserve Phase II and III at Fant's Grove Circle and Highway 187.

 

  This proposal also joins Fant's Grove Wildlife Management Area, mostly owned by Clemson University and managed by the SC Department of Natural Resources. It also adjoins the Corps of Engineers, and they manage Lake Hartwell. 

The proposal includes 182 single-family homes and 92 town homes without R20 zoning - an alarmingly dense development that does not fit the character of our rural community.  In May, when Phase I was first proposed as a preliminary subdivision, there was no talk of town homes as well going onto this property.  This density will inevitably lead to increased traffic requiring a signal light at the intersection of 187 and Fant's Grove Cir.  Without the signal light we will have major accidents.  Currently, it is hard to cross or turn left on Highway 187.  All these additional homes, plus the building of the new Pendleton High School on Boscobel road will compound the situation.  DOT needs to further study this issue for future needs, not just current traffic.

Moreover, there is no existing Phase  for an AnMed center as part of this proposal despite AnMed owning this land. The absence of such a crucial healthcare facility in these plans raises questions about their commitment to serving our community.  Instead they are exploiting our community for profits.  They are listed as a 501(c)3 Nonprofit.  They own over 101 parcels in Anderson county and don't pay taxes on most.  When did they become a developer of  huge subdivisions in rural Anderson?

The developer is from Lake Mary Florida.  This proposal is more appropriate for Florida or a large city like Atlanta or Charlotte verses rural Anderson County.

Furthermore, this development poses a threat to the local ecosystem as it sits next to 18 Mile Creek feeding into Lake Hartwell.  This area has natural wetlands.  Over development could have detrimental effects on local wildlife habitats and water quality.  Many duck hunters come onto adjacent 18 mile creek to hunt and shoot ducks at sunrise.  This is loud and jarring and any new houses built at the end of the property will be affected.  New homeowners will be complaining about hunters if this proposal goes through.

Has the Army Corp of Engineers been advised?  Has an Environmental impact statement been done?  What will all the surface area of house and streets do to the wetlands?  Storm containment systems when they are dry are a fire hazard.  This could cause an uncontrolled fire in the development during dry seasons.  We do not want all this land bulldozed into red clay destroying the natural areas.

This proposal also goes against "Green For Future Generations
Anderson County Green Infrastructure Plan 2016" (Ordinance #2016-040).

Perhaps this land could be put into a land trust to preserve the forest and natural areas.  AnMed needs to consider what's best for our local community.  We are their customers.

This will also put increased pressure on law enforcement and our local volunteer fire department, Zion Station 14.  Perhaps we will need a non voluntary force hired to protect our homes.

The developer and land owner AnMed, has not held any meetings with us - the people who will be most affected by these changes - demonstrating a lack of transparency and disregard for community input.  Come meet with us in our community and hear our concerns.

This land was originally sold to Motorola with the promise of economic development bringing good paying jobs to our area, not residential development and over development. 


We urge you to deny this subdivision request because it represents over development that threatens both our way of life and natural surroundings while failing to provide necessary health services or engage with residents' concerns about traffic.  Please stand with us in preserving our rural character. 

Please attend the December 12 meeting at the historic courthouse at 6:00 PM.– sign this petition today!  Go early and sign up to speak.  Arrive before 5:30 so you can meet your neighbors and sign up.

If you are one of the 138 adjacent property owners that received postcards about this rezoning, please indicate it in the comments section.  Please also attend the meeting December 12th at the County courthouse to oppose the proposal and sign up to speak.  If we have enough concern for this proposal, they'll deny these subdivisions and send it back to the drawing board.

Stanley HixPetition StarterBorn and raised on Fant's Grove Circle, highway 187, Wild Hog Road. Living a country life, we want to continue to enjoy our area as a rural one, not over crowded with postage size houses packed together side by side. We are farmers, landowners, hunters.
