Reject Phase II of Anderson Reserve on Fants Grove Cir and Hwy 187
The Issue
I am a lifelong resident and landowner in Anderson, SC. The land that was once the heart of my childhood, teeming with wildlife such as deer, turkey and migrating ducks, is now under threat. This area, once known as Rivoli Plantation is heavily forested and perfect for hunting or agricultural use. Today it faces an imminent danger: over-development.
The proposed phase II subdivision on SC Hwy 187 and Fant's Grove Circle is eerily similar to what our County planning commission voted down in December 2023. Yet here we are again - facing another 182 lot subdivision proposal that borders Fant's Grove Wildlife Management Area and adjoins Lake Hartwell.
We are possibly facing the same proposal as we did last time for Phase II, only Phase III dropped out. But, we might not know if this is the same proposal or if any changes have been made until 7 days or less before the meeting.
Here are the concerns we hope will be addressed in the upcoming proposal:
- Potential increase in traffic not accounted for in traffic study
- Potential damage to Lake Hartwell and wildlife and hunting
- Hidden slave graveyard - what are they doing with the graves?
- School overcrowding with new students
- Fire department not equipped to fight fires in housing of that density with current staffing
- Destruction of the rural character of Anderson County (this unzoned area should be zoned R-20, but that's another fight for another day.)
Look up and down Hwy 187 today and you'll see nothing but red dirt mud where subdivisions are currently going up. While some amount of development is inevitable, a project this large cannot go forward unchecked.
AnMed currently owns this property. Why are they not meeting with the local community about the proposal and taking our concerns into consideration? The developer is from Lake Mary Florida, and this proposal is more appropriate for Florida or a large city like Atlanta or Charlotte versus rural Anderson County.
Please also call the land owner AnMed, and ask to speak to the CEO William Kenley, or the Chief Strategy Officer, Brett Justice at (864) 512-1109. Let them know of your concerns. Leave a message to call you back if no one answers.

The proposal is posted today Tuesday March 5th. They are bring back to a vote Phase II, in old business. Looks like they are looking at the variance on the number for driveways/access points on Fant's Grove Cir and Hwy 187. They want a variance for 3 driveways instead of 4. But this is misleading. In November they asking for a variance of 4 driveways instead of 5. So, they have the same number of driveways, but by removing Phase III, they will come back for approval for that driveway/access point with approval of Phase III.
So it looks like they are trying for another vote on Phase II with a reduction of 3 driveways instead of 4. The SCDOT does not want this many driveways on the collector roads of Hwy 187 and Fant's Grove Circle. So they are being sneaky and trying to get the real number they want, one phase at a time.
