

Reject PA Dept of Health's proposed infringement on citizens' rights
The Issue
My name is Michelle Engarto, a PA resident, and I'm deeply concerned about the recent "Proposed Rulemaking 10-242 (communicable and noncommunicable diseases)" by the Pennsylvania Department of Health. The proposal is a shocking attempt to expand the Department's scope and scale to further infringe on the rights of parents to oversee their children’s health care, curtail freedom and liberty of PA citizens and to increase tracking and surveillance of citizens all under the guise of “ensuring overall public health and safety”.
- The proposal to create a birth defects registry is intrusive, mandatory, puts personal health information of children at risk while initiating potential long-term health surveillance of vulnerable citizens.
- The proposal allowing for involuntary isolation and quarantine measures to prevent and control the spread of disease is a massive overreach and tramples on PA citizens’ constitutional rights.
- The proposal includes PA Health Dept officials entering a school to have unfettered and unsupervised access to minors (without the notification, involvement or respect for parents) for ‘contact tracing’ and the determination and treatment of diseases.
We must insist that Pennsylvania put the constitutional rights, dignity and safety of its citizens and their children over the dystopian desires of government employees who are not considering the frightening consequences of such regulations in the PA Department of Health.
