Reject ICE’s Expansion Into Carmel

The Issue

When residents learned through the news that ICE will be opening an office in Carmel, many of us were left with more questions than answers. According to reporting by the Indianapolis Star, even our own city leaders had minimal advance information about what this new federal presence will mean for our community.

No matter where we stand politically, Carmel families deserve transparency, communication, and a clear plan to protect public safety and community trust.

ICE is a federal agency, and immigration enforcement is a federal responsibility. But the impact of a new ICE office will be felt locally — in our neighborhoods, schools, and small businesses. Across Central Indiana, students have walked out of class and residents have taken to the streets to express their fears and concerns. At the same time, others in our community emphasize respect for the rule of law and expect professionalism and coordination from any federal agency operating here.

We are calling on the Carmel City Council and Mayor Sue Finkam to hold a public forum and demand full transparency from ICE about its intended operations, coordination with local law enforcement, and safeguards to protect civil rights and public safety. Residents deserve to know what this office will do, how it will interact with Carmel Police, and what measures will be in place to ensure our city remains safe, respectful, and unified.

Carmel has built a reputation as a welcoming, well-managed city. That standard must apply to every entity operating within our borders — including federal agencies.

We urge our city leaders to proactively seek answers, keep residents informed, and put the well-being of Carmel families first. Transparency and community dialogue are not optional. They are essential to maintaining trust.

Sign this petition to call for openness, accountability, and a public conversation before ICE begins operations in Carmel.
