Reinstate Pensions Stopped by the Ministry of Social Justice and Empowerment

The Issue

Retired employees and pensioners of autonomous bodies under the Ministry of Social Justice and Empowerment are facing an unexpected humanitarian crisis. After decades of dedicated service, their pensions were abruptly stopped from 1 February 2026, without prior notice or consultation.

 

These pensions are not a privilege—they are a legal entitlement approved by the Government of India under the Pension-cum-GPF scheme and governed by Central Civil Services (CCS) rules as per the Institutes’ duly approved Bye-Laws. Yet, the Ministry has cited the absence of a separate pension corpus as the reason for stopping payments.

 

This justification is unjust and unfair. These autonomous institutions were established by the Government itself to serve persons with disabilities, largely free of cost or at nominal charges. They function as implementing agencies for government schemes and have no meaningful revenue source to create independent pension corpus funds. The burden of this failure cannot be shifted onto pensioners.

 

As a result, elderly pensioners and family pensioners are now struggling to meet basic needs such as food, medicines, and housing. The sudden stoppage has caused severe financial distress, anxiety, and mental trauma, pushing many into uncertainty at a stage of life when security is most needed.

 

We respectfully urge the Ministry of Social Justice and Empowerment and the Government of India to:

 

Immediately restore all stopped pensions
Ensure uninterrupted pension disbursement
Put in place a sustainable policy or funding mechanism so such injustice is never repeated
These retirees devoted their lives to building a more inclusive and equitable nation. They must not be abandoned in retirement.
