To the Oregon Department of Public Safety Standards and Training (DPSST), State Officials, and Concerned Citizens,

We, the undersigned, formally request the immediate reinstatement of Doug Tollen’s DPSST Security Licensing and demand greater transparency and accountability regarding the ever-increasing fees imposed by DPSST.

Doug Tollen has been one of the most reputable and dedicated security trainers in Oregon, providing top-tier, reliable, and accessible security training courses for countless professionals. His contributions have been pivotal in maintaining the strength and preparedness of the state's Armed Security Industry. However, on February 3, 2025, his DPSST Security Licensing was revoked, causing a major disruption within the industry.

With Doug no longer able to provide regularly scheduled courses, security professionals have been left in a state of uncertainty and hardship. Other instructors have proven unreliable, often difficult to contact, or charge exorbitant fees for renewal courses—making it increasingly difficult for security personnel to maintain their certifications and stay in compliance with state regulations. This not only affects individual security professionals but also weakens public safety by limiting access to essential training.

Additionally, we must address the rising concern over DPSST’s continuous fee increases without clear justification or transparent allocation of funds. Over the years, DPSST has repeatedly raised licensing and renewal costs, creating a significant financial strain on security professionals who are already working hard to ensure the safety of Oregonians. These ongoing hikes, without clear oversight or explanation, call for immediate intervention and an audit of DPSST's financial practices.

Transparency and fair practices are the foundation of any credible public sector organization. The lack of transparency in DPSST’s decision-making processes, coupled with the unjust revocation of a key instructor’s licensing, undermines the integrity of Oregon’s security industry and places unnecessary burdens on those dedicated to protecting our communities.

We demand the following immediate actions:

• The full reinstatement of Doug Tollen’s DPSST Security Licensing so he may continue providing the reliable, high-quality training that the security industry depends on.
• A thorough review of DPSST’s financial practices, including an audit to ensure that security professionals are not being unfairly burdened by unchecked fee increases.
• Greater transparency and oversight in the decision-making process regarding licensing revocations and fee adjustments.

Doug Tollen’s absence from the industry has created a shockwave of instability that cannot be ignored. Oregon’s security professionals deserve dependable, fairly priced training opportunities to maintain their credentials and continue serving the public effectively.

We urge state officials and DPSST representatives to take immediate action to restore fairness, prevent unnecessary financial burdens, and reinstate one of the most reliable and respected security trainers in Oregon.
