Illegal dog breeding operates in the shadows, contributing to the overpopulation problem and, worse, abusing animals in the process. These puppies often find themselves in shelters or, even worse, abandoned. Through dog licensing, authorities can monitor dog numbers more closely and curb the unregulated activity of irresponsible breeders.

Moreover, an essential part of dog ownership is understanding the responsibility that comes with having a pet. Buyers often rush into adopting a dog without considering the lifelong commitment needed. Instituting licensing can force potential owners to rethink their decision and better prepare for the responsibility, thereby reducing the number of poorly cared-for dogs or those placed in shelters.
