Reinstate Animal Control Services in Yamhill County

The Issue

As the founder of Hazel's House Rescue, a non-profit animal rescue in Yamhill County, I witness firsthand the heart-wrenching cases of animal abuse, neglect, and uncontrolled stray animals within our county. Unfortunately, the lack of a dedicated Animal Control unit in our county has left Hazel's House Rescue and other local shelters/rescue struggling to manage these overwhelming issues with limited resources.

There are countless stories of animals living in deplorable conditions, stories of neglect or abuse or strays on the street, often culminating in unfortunate outcomes. Many of these tragic cases stem from lack of resources or support from a local authority that could intervene and offer immediate assistance, such as a reinstated Animal Control.

The reinstatement of Animal Control won't just benefit the animals; it will also substantially alleviate the burden on local animal shelters and rescue organizations such as ours. It will prompt more efficient responses to reports of abuse, neglect or stray animals, potentially saving many lives.

Given the population of Yamhill County and the demand for such services, it is critical that this issue receives immediate attention from the county commissioners. Yamhill County’s dog control program has historically been funded by dog license fees, and in prior years, an endowment earmarked to pay for the care and feeding of the dogs. Since the endowment ran out we are running the program with licensing fees we recently supplemented with one time federal ( ARPA) funds. Homeward Bound Pets currently has the contract for licensing and redemption while the kenneling is provided by Newberg Animal Shelter. Calls within the County regarding abused, neglected or abandoned dogs are handled by the Yamhill County Sheriff’s Office while calls within city limits are handled by local police. The statutorily- required dog control services are operational and we remain committed to continuing to provide those services. The Sheriff’s Office continues to work with our licensing provider to increase compliance and licensing revenue to ensure the dog control program is sustainable and responsive to the needs of our community’s dogs.
