

Regulation of LPG Gas prices for mobile home retirement parks
The Issue
We live on a retirement park - mobile homes growing in popularity with pensioners and those wishing to downsize. There are a lot of unscrupulous park site owners out there who flout the laws and particularly the lack of regulations regarding LPG Liquified Peteroleum Gas. We have overcome one hurdle with our park owner who was not registered for VAT, this was checked via the HMRC. Our "new" park owner was charging us all 5% VAT on each unit of gas used each quarter and for each resident, where we believe it should have been divisible by the number of residents on each tank fill for the park. However, after us all banding together and forming a residents association - which the site owner has refused to recognise, we all refused to pay the VAT. On the bills the site owner sent us there was never a VAT number - which we constantly asked for and it was never provided, the argument from the site owner was that they did not have to show us. When this was pointed out to the site owner they refunded the VAT that had been charged and termed it "overpayment". We all have bills which the site owner demands paid within seven days which showed blatant demand for VAT added on to each unit used. The site owner is charging us nearly three times the amount that they pay for LPG. As if this was not enough, without warning our last bill in December refunded us this overpayment- VAT that had been illegally charged and then promptly put the price of gas up by 10p per cubic metre. No warning of this increase was received or given to us in writing as a reason why the site owner was increasing the charges. We need to get LPG regulated for rogues like this and these unscrupulous park owners who are ripping off pensioners. Most of these homes across the country are owned and bought by pensioners looking for a peaceful retirement in lovely surroundings, but it is not that way here now. We are also being overcharged for our water which is also illegal. HELP it is very difficult to get justice or to get any one to listen, and the only way that we can seek to get justice is by engaging a solicitor to pursue our case which is costly. There are also four people on our park who are registered disabled myself included. The oldest is approaching 90! Please help - lets stop this injustice, there should also be more suitability tests made by local authorities before granting such rogues a licence.
