Shelters euthanize thousands of pets everyday. More and more pets are bought from a breeder only to end up in the shelter after their owners decide pet ownership is not for them. This petition is for creating a federal law that makes breeders register and pay a yearly fee to be a breeder in the United States. This fee will go towards an investigation department to enforce this law as well as funding for our overrun shelters. People should not be able to breed their animals for extra income unless they are able to do it the right way. Puppy mills will not be able to register and if you are found running a puppy mill you will be fined and shut down. Veterinarians are forced to pay state fees in order to get their license to practice, it should be the same for small animal breeders.
