The Citizens of Haywood County, North Carolina, wish to make our voices heard and do hereby petition the Haywood County Commissioners to take heed of our positions on the following:

Citizens of Haywood County are asking for an ordinance to prohibit or regulate the NC Needle Exchange Programs, under Article II Section 24 of the North Carolina Constitution, which gives our local government the authority to regulate issues concerning health, sanitation, and the abatement of public nuisances and prohibits the North Carolina General Assembly from enacting any local, private, or special act or resolution, relating to health, sanitation, and the abatement of nuisances, which the needle exchange program litter seriously  effects all citizens of Haywood County. Also, to ban mobile needle exchange programs in Haywood County and only allow a one for one needle exchange in licensed Medical Facilities in Haywood County.
