Reformation of WV Parole Board's Policies and Procedures

Reformation of WV Parole Board's Policies and Procedures
The Issue
The goal of this petition is the reformation of the current process of the West Virginia Parole Board to give each individual incarcerated fair and unbiased hearings when they become eligible for parole. Please support our cause and join this fight to free our friends and loved ones from this broken cycle.
Listed below are changes /additions we are requesting to be made to the current policy and procedures used by the West Virginia Parole Board during a parole hearing:
- The Parole Board should take into account the efforts and progress made by the inmate during incarceration,( ex-- extra classes taken, certifications/ trades/degrees, write up history, etc)
- All factors must be considered when making a decision to grant or deny parole , one negative factor should not negate all positive factors.
- Once a factor has been used to deny an individual parole that same factor should not be used again; as long as there hasn't been any violation or change in factor.
- If the individual is denied parole, the Parole Board should give legitimate and specific reasons for denial and give clear instructions as to what should be accomplished in order to gain a favorable result at the next scheduled hearing.
- Severity of the offence and/or circumstances of the crime should not be a factor used to determine parole eligibility. These factors cannot be changed and were used in the sentencing of the individual.
