Reform the "unsafe camping" ordinance in Kansas City, KS

The Issue

I am the founder of The AIM Ministries, a non-profit dedicated to homelessness and community rehabilitation serving the entire Kansas City Metropolitan area. Daily, I witness the struggles our homeless neighbors face, not simply due to lack of housing, but also through policies that unjustly target their existence and dignity. One such policy is the newly implemented "unsafe camping" ordinance, which permits the impounding of homeless individuals and the discarding of their personal belongings if found sleeping or resting on public or private property. This ordinance, rather than addressing the root causes of homelessness, compounds the trauma and instability many are already facing.

The "unsafe camping" ordinance does not solve homelessness; it criminalizes it. People experiencing homelessness often lose their identification, personal belongings, and what little comfort they have when their items are seized and destroyed under such laws. This approach is not only inhumane but also counterproductive. It strips homeless individuals of their dignity and further alienates them from society, making it even harder for them to find pathways to recovery and reintegration.

In Kansas City homelessness rates have seen a troubling rise, individuals currently without a stable home, according to local reports. Homelessness is a complex issue that requires compassionate and comprehensive solutions—not punitive measures. True support and rehabilitation come from providing access to affordable housing, mental health services, job training, and community-based rehabilitation programs.

We call on Kansas City officials to reform the "unsafe camping" ordinance and replace it with policies that support, not punish, our homeless populations. More empathetic and effective measures are needed. By focusing on health care, housing opportunities and job training, we can tackle the problem at its roots and offer hope and recovery to those in need.
