The current UN Charter as displayed on https://www.un.org/en/about-us/un-charter/full-text clearly states:
Article 5
A Member of the United Nations against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.
In the Ukraine War the Russian Federation is the aggressor and all rights and privileges of membership in the United Nations should be suspended in accordance with Article 5 until all Russian Federation troops and personnel are withdrawn from Ukraine, the peace restored, Ukraine’s sovereignty is restored to it’s original 1991 boundaries, and all members of the Russian Federation for whom a warrant has been issued by the International Criminal Court have been arrested and turned over to, or surrendered to, the International Criminal Court for prosecution.
The United Nations and the United Nations Security Counsel affects every person on this planet and a functional Security Counsel is essential for world peace.
