Reform the State-DLNR Lottery Permitting Process for Fairness and Equity
The Issue

The current lottery permitting process managed by the State Department of Land and Natural Resources (State-DLNR) in Hawaii has been identified as flawed, allowing certain individuals or entities to monopolize permits through multiple businesses. This situation particularly affects Ocean Recreation Management Areas (ORMA), where a single entity can submit multiple applications under different businesses, thereby restricting opportunities for others in the selection process. Furthermore, it allows for a single individual or entity to hold numerous permits at once under multiple businesses.
This lack of fairness and equity in permit distribution hinders healthy competition and equitable access to ORMA resources. It is crucial that we address this issue to ensure that all interested parties have equal chances of obtaining these permits.
We propose a reform wherein the number of applications and/or permits held by a single individual/entity through multiple businesses at any one time for an ORMA is limited. This will prevent monopolization, promote fairness, encourage diversity among permit holders, and ultimately lead to better management of our ocean resources.
The beauty and richness of Hawaii's marine environment are shared assets that should be accessible equitably. Let's urge the State-DLNR to make their permitting lottery process fairer by limiting the number of applications or permits held by one party.
