Reform Substance Abuse Laws: Easier Access to Rehab and Tougher Drug Regulations

Reform Substance Abuse Laws: Easier Access to Rehab and Tougher Drug Regulations
The Issue
The substance abuse crisis in Pennsylvania is spiraling out of control, and the need for immediate, comprehensive reform has never been more urgent. While opioids—fueled by fentanyl, heroin, and prescription painkillers—remain a deadly force, the rise of methamphetamine use is compounding the devastation across the state. The CDC projects that, despite a slight decrease in overdose deaths to 4,764 in 2024, fentanyl still accounts for 70% of all overdose fatalities in Pennsylvania. Alongside the opioid epidemic, meth and cocaine abuse have seen alarming increases, threatening to overwhelm communities and tear families apart. While certain counties, like Dauphin and Lancaster, have seen reductions in overdose deaths due to better access to treatment and overdose-reversing drugs like Narcan, this progress is not enough to combat the full scope of the crisis. Methamphetamine use, in particular, is on the rise, exacerbating an already dire situation. Every day, lives are being lost to these dangerous substances, and current measures are falling short of addressing the root causes of addiction.
This petition calls on Governor Josh Shapiro to take immediate and decisive action by enacting legislation that includes involuntary drug rehab treatment for individuals in the earlier stages of addiction—covering not just opioids, but methamphetamine, cocaine, and other dangerous drugs as well. The rise in meth use is particularly concerning, as it continues to spread across Pennsylvania, destroying lives and destabilizing communities. Addiction clouds judgment, trapping individuals in a destructive cycle of dependence before they can recognize the severity of their situation. Too often, intervention only occurs after people have faced near-death experiences or multiple overdoses. By mandating involuntary rehab, we can intervene earlier in the addiction process—whether it’s meth, opioids, or other substances—ensuring individuals receive the medical and psychological support they need before reaching the brink of death. This approach is not just compassionate—it is critical to saving lives and preventing addiction from spiraling out of control.
As of 2018, more than 47,500 Pennsylvanians were battling drug dependence, and the rise of methamphetamine and cocaine abuse, alongside the opioid crisis, has only worsened the situation. Despite these staggering numbers, our system remains reactive, waiting until individuals are on the verge of death before stepping in. This broken system must change. Involuntary rehab treatment provides a way to intervene earlier, helping individuals overcome their addictions before their lives are at risk, whether they are addicted to meth, opioids, or other dangerous substances. This is not about taking away choice—it’s about recognizing that addiction distorts decision-making and stepping in to save lives before it’s too late.
Governor Shapiro, we demand immediate action to address this rapidly escalating drug crisis. We call on you to champion reform by enacting legislation that mandates involuntary rehab for individuals battling addiction to opioids, methamphetamine, cocaine, and other deadly drugs. Additionally, we need stronger regulations to combat substance trafficking and unregulated drug use, reinforcing our efforts to keep these dangerous drugs off our streets and out of the hands of vulnerable individuals. Tougher laws, combined with early intervention through involuntary treatment, will create a safer environment for all Pennsylvanians and offer real hope for those struggling with addiction to a range of substances.
The rise in methamphetamine use, coupled with the ongoing opioid epidemic, is destroying too many lives and devastating countless families. The time for action is now. Governor Shapiro, we urge you to take a stand and lead the charge in enacting these life-saving reforms. This is not just a policy issue—it’s a matter of life and death for thousands of Pennsylvanians. Join us in demanding this crucial change. Sign this petition and help make Pennsylvania a safer, healthier place for everyone battling addiction.
