Reform Montana's Law Enforcement Approach to DV/Stalking, Missing Persons & Related Crimes

The Issue

I am a grieving mother who just lost her 28-year-old daughter to a hit and run driver while fleeing domestic violence. Despite my efforts, local law enforcement failed to adequately investigate the situation or search for my missing daughter. Even with text messages from my daughter right before she was missing saying her felon ,violent offender male 'friend' hemorrhaged blood vessels in her eyes & broke a tooth by hitting her in the jaw; they refused to ping her phone, they  would not search or try harder to locate him. Had Laurel MT PD followed the Missing Persons protocol at the very least - I would not have had 3 days of terror ending in the worst thing I ever seen which was my poor baby badly disfigured laying on the side of the road like trash.  It was I who found her, but it was too late. I want her abuser held accountable for what he did to my daughter before she died and the driver who left my daughter there to die, as with Kassi's condition; there its very unlikely the driver was unaware of hitting a human being.  If you would like to read more about Kassi's story is described further in this link below:

As a fighting survivor of stalking myself, I have been struggling for over a year to secure protection from our legal system that seems more intent on protecting criminals than victims. I did everything the way I was supposed to, cease contact , protection order, call and file reports , tell friends and family and still to this day am dealing with my stalker while prosecutors hold back charging NUMEROUS FELONIES' upon him. Even with a lifetime Protection Order law enforcement refused to make contact with my perpetrator while he was activity stalking and harassing me, my family & friends. After numerous break ins with property damage still to this day has law enforcement came to take photos or create a file of the Stalking. Because Stillwater Co. Prosecutor is taking so much time to file charges he is able to start his pattern of stalking abuse all over again with little I can do about it. He has emerged during our grief with the public attention my daughters death has created. I sit at home with an 8 year old little girl who is also grieving her mother while He is doxing my family online and tampering/vandalizing my vehicles again. This is not ok. Had they charged my perpetrator 5 months ago when the case was handed in - He would not be able to able to have me fear for our safety.  We have to worry every day what his next move or point of contact will be. Why are prosecutors not making these charges a priority? He is dangerous. They are allowing him free range out in the public with your loved ones as well.  

Cases like my beautiful daughter's & mine do not seem a priority, where prevention needs to matter! For our society not to understand that the lack in urgency to get these criminal off the streets is keeping our daughters , mothers , aunts and loved ones in danger. I am not the only victim of my stalker and likely wont be the last. If Stillwater Co does not charge him appropriately he can continue to harm . I want public awareness so we can change this as there are so many cases like mine and my beautiful daughters.  

This is not just my story; it's the story of countless others in Montana who are victims of faulty missing persons investigations , domestic violence, stalking, harassment, doxing and wrongful deaths/homicides botched investigation's. The way these cases are handled by law enforcement and prosecutors needs urgent reform.

In the United States alone, an average of 20 people per minute are physically abused by an intimate partner (National Coalition Against Domestic Violence). Yet despite this staggering statistic, our pleas for help often fall on deaf ears. The lackadaisical approach towards these serious crimes incentivizes dangerous behavior and leaves victims feeling helpless.

Not only is stalking often an indicator of other forms of violence, it has been linked to femicide, the murder of women and girls.76% of women murdered by an intimate partner were stalked first, while 85% of women who survived murder attempts were stalked. 89% of femicide victims who had been physically assaulted before their murder were also stalked in the last year prior to their murder. 54% of femicide victims reported stalking to the police before they were killed by their stalkers.


We need change now - we need law enforcement agencies & prosecutors in Montana to prioritize investigations into stalking , domestic violence & missing person's cases promptly when reported. We demand better training for officers handling such sensitive matters so they can provide appropriate support and protection for victims rather than inadvertently shielding perpetrators.

Our lives matter too – let’s ensure our voices are heard loud and clear by those with the power to make a difference in how these crimes are dealt with in Montana. Please sign this petition urging local authorities to take immediate action towards reforming their approach towards dealing with domestic violence, stalking, missing persons and wrongful death/homicide investigations. 

We want charges brought to our perpetrators, The woman who hit & ran on Kassi charged with Deliberate Homicide. Domestic Violence charges appropriate to the abuser who beat my daughter right before her death and caused her to be fleeing.  Lastly over a year of stalking , doxing, harassment, restraining order violations charged by Stillwater County to me and my families stalker. 

We want Laurel PD held accountable for not following up on DV & missing persons report. 

WE WANT CHANGE SO NO OTHER FAMILIES HAVE TO WATCH LOVED ONES SUFFER LIKE WE HAVE AND SO MANY OTHER FAMILIES.
