Reform Federal Policy on Anabolic Steroids and Qualifying Ancillary Medications
The Issue
Current federal policy treats anabolic steroids as controlled substances, which means adults can face criminal penalties for personal possession. This proposal argues for a distinction between personal possession and commercial distribution.
Adults should not face criminal penalties solely for possessing anabolic steroids or qualifying ancillary medications for personal use. At the same time, commercial manufacturers and distributors should be required to meet strict pharmaceutical standards for testing, purity, potency, labeling, and product verification.
Ancillary medications that are used to manage health effects or support health monitoring should also be covered when they meet the proposal’s definition of a qualifying ancillary medication.
The goal is to remove criminal penalties for adult personal possession while maintaining strong regulation and enforcement against unsafe, counterfeit, adulterated, or fraudulently labeled products and unlawful distribution to minors.
