Reform Clinton County Dog Tethering Laws

The Issue

I am a resident of Clinton County, NY, and I believe that no dog should live a life on a chain. Our current county laws allow for continuous tethering of dogs, which is not only inhumane but also detrimental to the physical and mental health of these animals.

According to the Humane Society of the United States, tethered dogs are more likely to become aggressive due to high levels of stress and frustration caused by constant confinement (Humane Society). Furthermore, they are exposed to harsh weather conditions with little protection or ability to escape from potential threats.

In addition, continuous chaining is considered inhumane by numerous animal welfare organizations including The American Veterinary Medical Association (AVMA) which states that "tethering can lead to unnecessary suffering" (AVMA).

Clinton County needs reform. We need laws that protect our pets from such cruel treatment. It's time we join other counties across the nation who have already implemented anti-tethering regulations for the welfare of their canine residents. We plan to mimic the tether laws already in place in Essex County.

This new law proposal is at the County level- and if we get the proper support it could be in place in 60-90 days! In addition to signing this petition, please email Calvin Castine at Calvin.castine@clintoncountyny.gov and tell him you support this law change!!
