Reform and standardize the Police Supernumerary Unit in Nigeria

The Police Supernumerary Unit (PSU), formerly known as the SPY Police, plays a critical role in supporting Nigeria's national security. However, the unit remains underutilized, misunderstood, and in dire need of systemic reform and empowerment to maximize its potential.


Growing up in a community where security and safety were constantly under threat, I witnessed firsthand the invaluable support PSU officers provide to mainstream policing efforts. Yet, despite their dedication and capability, PSU officers struggle with inadequate training, lack of recognition, and a confusing hierarchy that limits their effectiveness and morale.

The PSU stands as a potential backbone of the nation's security framework. To address these pressing issues, we demand that the Presidency, the Police Service Commission, the Inspector-General of Police, and the National Assembly take immediate action to:

1. Reform and empower the PSU. A comprehensive review of existing laws and policies governing the PSU is essential. By updating these frameworks, we can ensure that PSU officers receive the empowerment they deserve and the recognition reflective of their contribution to national security.

2. Adopt the correct terminology. Recognizing the PSU by its current designation and purpose fosters respect and clarity. Let's move away from outdated nomenclature and acknowledge the true range of the unit's responsibilities.

3. Implement tactical and intelligence training in all Police Colleges. To ensure PSU officers can perform their roles effectively, they must receive the same rigorous training as regular police officers, focusing on modern tactics and intelligence gathering.

4. Provide structured command and regulation. Clear guidelines for the operational hierarchy and command structure will improve coordination and ensure PSU activities align seamlessly with broader policing strategies.

5. Fully recognize PSU as a backbone support unit for national security efforts. By officially recognizing the PSU's strategic importance, we can allocate appropriate resources and establish clear lines of communication with regular police units, enhancing our overall security environment.

The Police Supernumerary Unit (PSU) one of the most strategic policing instruments provided for under the Nigeria Police Act remains heavily underutilized, misunderstood, and neglected despite its capacity to support law enforcement nationwide.

The term “SPY” has created confusion, stigma, and unnecessary hostility toward officers. PSU MUST be reformed and standardized.

This petition calls on the Federal Government and Police Authorities to officially restructure the PSU into a recognized National Reserve Police Force.

1. Remove the misleading term “SPY” nationwide

Replace with “Supernumerary Police Officer (PSU)”, as recognized in the Police Act.

2. Create a Police Supernumerary Armed Unit (PSAU)

For qualified PSU officers deployed in:

Escort & VIP protection

Anti-kidnapping support

Critical infrastructure protection

High-risk security operations

3. Standardize training in all Police Colleges

Including:

Tactical training

Self-defense & firearms control

Civil engagement, community policing

Intelligence & surveillance

Anti-kidnapping and threat response

Communication & conflict de-escalation

4. Standardize uniforms nationwide

Black tactical PSU uniform + office dress code.

5. Integrate PSU as a National Reserve Force
