The Issue

As a seafarer, DG Shipping Circular 31/2025 affects my life directly. It's an issue that cannot be sidestepped or ignored by the maritime community and people whose livelihoods revolve around the sea. The implementation of the circular, in its current form, has posed unprecedented challenge to our journeys and livelihoods.

Historically, seafarers have been the backbone of the maritime industry, and recent data shows that seafarers contribute significantly to the world economy with 90% of the world trade carried out by international shipping industry (Per International Chamber of Shipping). However, the circular in effect disregards this reality and fails to address key aspects of seafarers' welfare and working conditions.

We call on the governing authorities to reevaluate the provisions of DG Shipping Circular 31/2025. This sector impacts the lives of millions of seafarers like myself, and as such, it's essential that legislature like this is inclusive, fair, and fully representative of the needs of its workforce.
