Change the Recreational Vehicle Bylaw in Red Deer, Alberta

Change the Recreational Vehicle Bylaw in Red Deer, Alberta
The Issue
As of today, November 12, 2015, residents of the City of Red Deer, Alberta, can only park their recreational vehicles (defined as a trailer used as a dwelling or sleeping place or non-commercial trailer used to transport off-road vehicles (except snowmobiles) or watercraft ) in their driveway from April 1, to October 31, in any given year.
HOWEVER, once November 1 rolls around, one can park their trailer containing snowmobiles in the same spot. There are no size restrictions on these snowmobile trailers.
I see no rhyme or reason for this section of the Traffic Bylaw. And the money, money that is in short supply in these uncertain economic times, that is subsequently spent on storage fees has to be astronomical. This unnecessary expense could be completely avoided if the bylaw is either changed, or abolished.
Help me convince Red Deer City Council to waive this bylaw, or change it. I propose that a resident can keep their trailer on their property in front of their home, as long as it is on a constructed parking pad. Recreational vehicles can also be parked long the side of the house as well.
