Recover American-Supplied Weapons from Taliban Control and Investigate Their Use Against Afghan Civilians and Women

To: The President of the United States, the White House, and the United States Congress

We, the undersigned, call upon the United States government to take immediate, lawful action to address the American-funded military weapons, vehicles, and equipment that fell under Taliban control following the collapse of Afghanistan's former republic in August 2021.

According to the Special Inspector General for Afghanistan Reconstruction (SIGAR), approximately $7.1 billion worth of U.S.-funded military equipment remained in Afghanistan following the withdrawal.

These weapons and military assets were originally supplied to Afghanistan's former national security forces to defend the country and protect its citizens, not to empower those who now deny the Afghan people their fundamental freedoms.

Today, the Taliban controls much of this equipment while imposing severe restrictions on Afghan women and girls, detaining civilians, and persecuting former members of the Afghan security forces.

There are also documented concerns that weapons originally supplied to Afghan government forces have reached terrorist organizations operating in the region.

We therefore call upon the United States government to:

1. Recover American-funded weapons: Develop and publicly explain a lawful, realistic strategy to identify, secure, and recover U.S.-funded military equipment under Taliban control.

2. Investigate terrorist weapons transfers: Conduct an independent investigation into how American-supplied weapons have reached al-Qaeda affiliates and other terrorist organizations, including through Taliban transfers and illicit markets.

3. Investigate abuses against civilians: Determine whether U.S.-supplied weapons and military equipment have been used in unlawful arrests, violent repression, extrajudicial killings, or other human rights abuses against Afghan civilians.

4. Protect Afghan women and girls: Investigate the use of armed security forces and military equipment in the detention, intimidation, and persecution of women and girls, and pursue accountability for documented abuses.

5. Ensure transparency and accountability: Require relevant federal agencies to report publicly on the status of these weapons, documented diversion, and measures being taken to prevent further misuse.

American taxpayers funded this equipment to support Afghanistan's former national security forces. The American people deserve accountability, and the people of Afghanistan deserve protection from abuse.

We urge the White House and Congress to address these concerns through lawful recovery efforts, independent investigations, international cooperation, and meaningful accountability.

American weapons must not become instruments of terrorism, repression, or the persecution of Afghan women and civilians.
