The Issue

The Department of Social Development at the University of Cape Town (UCT) imposes a strict DPR (Duty, Proficiency, and Responsibility) system and an inflexible 80% attendance requirement for Social Development 3001F students. While these policies are intended to ensure high academic standards, they inadvertently create barriers for many students facing significant challenges.

University life is a complex tapestry requiring students to juggle various demands. Many UCT students deal with mental health struggles, financial hardships, family responsibilities, illnesses, housing insecurity, and the need to balance employment alongside academic commitments. These hurdles are ever-present, yet the rigid DPR system and attendance mandates do not account for the multifaceted realities of students’ lives.

The requirement for students to proactively communicate their challenges is an essential part of managing academic responsibilities. However, expecting students in distress to consistently report their hardships threatens to exacerbate their vulnerabilities. Support systems should be flexible and accommodating, recognizing that not all circumstances can be immediately communicated or backed up with timely documentation.

Evidence from academic research highlights the adverse effects of stringent attendance and participation policies. For instance, a study published in the Journal of Educational Policy underscores how rigid systems can deter student engagement and weaken the overall learning environment.

We urge the Department of Social Development to reconsider its DPR requirement and 80% attendance rule. By incorporating more lenient and empathetic measures, such as virtual attendance options, mental health days, and broader criteria for participation, UCT can create a more inclusive and supportive academic environment.
