The Issue

Animals hold a special place in my life, serving not only as companions but also as reminders of the bond we share with the natural world. Witnessing animals in distress due to insufficient protections propels me to seek better regulations, especially concerning the Draft Laboratory Animals Rules, 2026 (G.S.R. 864(E)).

The Government of India has proposed changes that could severely impact the welfare of laboratory animals. These changes include making approvals for experiments involving larger animals less stringent, which could lead to increased suffering and exploitation. The current requirement for mandatory independent approval from the Committee for the Control and Supervision of Experiments on Animals (CCSEA) is crucial to ensure unbiased scrutiny and ethical treatment.

Moreover, the new draft rules propose evaluating the severity of experiments without sufficient independent oversight. This could lead to a lack of transparency, accountability, and heightened risks of subjecting animals to unnecessary pain and distress without adequate assessment or justification.

Shockingly, the draft also seeks to exempt certain animals, including strays and ferals, from these protections, opening a gateway to abuse and neglect. These animals are equally deserving of humane treatment and should not be subjected to experiments without proper ethical evaluations and guidelines.

Statistics and studies show that animal welfare measures not only align with ethical responsibilities but also enhance scientific outcomes. According to the Humane Society International, stronger animal protection laws can even lead to more reliable scientific data. We must ensure that India's regulations reflect these findings, promoting research that respects life and employs humane methods.

I urge the Government of India to reconsider these draft regulations and:

1. Retain mandatory CCSEA approvals for experiments involving larger animals, ensuring transparency and fairness.
2. Strengthen independent assessments of severity to safeguard animal welfare effectively.
3. Remove any exemptions for stray and feral animals, thereby extending humane treatment to all creatures.

Together, we can advocate for a compassionate approach to scientific inquiry, one that values both human advancement and the intrinsic worth of animal life. Sign this petition to implement robust protections for laboratory animals and ensure that science and ethics progress hand in hand.
