Universities have a very important educational and research mission and obligations to contribute to the flourishing of the individual and the welfare of societies. That is why we expect them to comply with human rights standards and to respect the sanctity of human personality. 

International and national laws protect human dignity, the rights to physical and mental integrity, health, equality and non-discrimination, privacy and data protection, freedom of expression as well as the rights to fair and safe working conditions and protection against unjustified dismissal, among others.

Universities’ strict compliance with those legal obligations and their own policies, procedures and rules would ensure that academic staff, faculties, and students are protected from bullying, cyberbullying, harassment, gender- and race- related harassment and from other forms of discriminatory harassment in academic settings. Incidents of academic-related human rights abuse should not be tolerated, concealed or explained away and targets should have access to real and effective remedies, be they internal or external, non-judicial or judicial. 

States can, and should, take adequate and effective steps to guarantee a safe, respectful and enabling environment for staff and students. They should ensure that those who cause or contribute to human rights abuse by either action or omission, thereby acting against the law, should not be above the law. The lack of direct law on academic harassment has been the main reason that institutions and other stakeholders didn’t robustly address this age-old issue, which causes significant mental and physical issues to the targets of academic harassment and the people around them. Considering academic harassment as violation of human rights can substantially help the academic stakeholders to address academic harassment in timely and effective manner.

No academic person should suffer from unlawful and unwarranted interference with their lives, be they personal or professional or both, dignity and their internationally recognized human rights and fundamental freedoms.
