On the Isle of Man, animals are still legally classified as property — objects that can be returned to unsafe homes even when there is clear evidence of fear, trauma, neglect, or danger. This outdated definition is failing vulnerable animals and the people who try to protect them.

We are a small team of fosterers, and we are asking for an urgent and meaningful reform of Isle of Man animal welfare legislation.
Across the island, foster carers, neighbours, welfare volunteers, and community members have witnessed animals — dogs, cats, horses, and other domestic animals — being returned to dangerous environments despite repeated warnings and visible distress. We have seen particular dogs shaking, screaming, bolting, starving, filthy, terrified, and neglected. But this this is across the board, horses left without proper care, cats abandoned or living in unsafe conditions, We have seen neighbours feeding animals because they were not being looked after, and repeated police callouts that resulted in no protection whatsoever as the current law does not allow them to act. 
Yet under current law, these animals are still treated as items — not living beings with emotions, needs, and the right to safety.
This must change.
What we are calling for
We demand that the Isle of Man Government:
• Reclassifies all domestic animals as sentient beings, NOT property. 
• Creates legal safeguards preventing any animal from being returned to environments where there is credible evidence of danger, neglect, or emotional harm.
• Grants DEFA and the Isle of Man Police the power to act immediately when an animal is at risk — without needing to personally witness the abuse.
• Requires authorities to treat witness reports, neighbour statements, foster carer evidence, veterinary concerns, and photographic/video evidence as valid grounds for intervention.
• Introduces clear powers to remove an animal from danger based on credible evidence, not outdated thresholds that leave animals unprotected.
• Ensures that animal welfare officers can intervene proactively, before harm escalates or becomes fatal.
• Updates welfare legislation to reflect modern scientific understanding of animal sentience, trauma, and vulnerability across all species.
Why this matters?
Current law forces authorities to wait until harm is witnessed directly — often when it is already too late. Animals are being returned to danger because the system treats them as objects, not living beings.
This legal reform is essential to ensure that all animals — dogs, cats, horses, and others — receive protection proportionate to their emotional, physical, and social needs.
To many of us Animals are family. Animals are not property. Animals deserve laws that protect them from danger.
We call on Tynwald to modernise Isle of Man legislation so animals are recognised as living beings with rights and safeguards — not objects to be returned to harm.
