A Franklin County man is facing 17 counts of animal cruelty after a delivery driver reported animals living in extremely poor condition on his rural property. When deputies searched the property, they found dead animals, including remains discovered in cages, alongside animals so neglected they needed emergency veterinary care. Rescue groups, shelters, and volunteers had to step in to save the survivors.

Here's the problem: even with 14 counts of aggravated cruelty to a dog, cat, or equine, Arkansas law only allows these charges to be filed as misdemeanors. A case this severe, involving dead animals and months or years of suffering, deserves more than a fine or a light sentence. Weak penalties don't just fail the animals already harmed. They tell the next person who might neglect or abuse animals on a large, unmonitored property that the consequences are minor.

"Animal cruelty will not be ignored in Franklin County," according to a Facebook post from the Franklin County sheriff's office. That commitment deserves to be backed by state law, not just local enforcement effort.

We're calling on the Arkansas General Assembly to reclassify aggravated cruelty to a dog, cat, or equine as a felony offense, so prosecutors have the tools to pursue real accountability in cases like this one. We're also calling on Franklin County prosecutors to pursue the maximum penalties available under current law when this case goes to court on October 1.
