The Issue
PETITION FOR RECALL
Ouachita Parish Police Juror Shane Smiley, District E
Submitted Pursuant to Louisiana Revised Statutes 18:1300.1 et seq.
GROUNDS FOR RECALL:
We submit that Shane Smiley has demonstrated a consistent and documented pattern of conduct that renders him unfit to serve the residents of District E. The following grounds form the basis of this petition:
1. Mistreatment of Constituents
Juror Smiley has repeatedly demonstrated a dismissive and disrespectful attitude toward constituents who have approached him with legitimate concerns. Rather than fulfilling his obligation to hear and address the concerns of the people he represents, Juror Smiley has consistently failed to engage with constituents in a manner befitting an elected official.
2. Mistreatment of Employees
Juror Smiley has engaged in conduct toward parish employees that falls below the standard of professionalism and respect expected of an elected official entrusted with oversight of parish operations.
3. Failure of Budget Oversight
As President of the Ouachita Parish Police Jury, Juror Smiley bears direct responsibility for the financial stewardship of parish funds. Under his oversight, the Police Jury has demonstrated repeated failures in budget management and failed audits. These failures represent a breach of the fundamental duty owed to the taxpayers of Ouachita Parish.
4. Failure to Respond to Formal Constituent Complaints
On March 31, 2026, a formal written request was submitted to Juror Smiley and every member of the Police Jury requesting agenda placement to address matters of serious public concern, including potential ethical violations by a sitting juror. Juror Smiley, in his capacity as President of the body, failed to respond to this request. This failure is not an isolated incident but part of a documented pattern of non-responsiveness to constituents raising serious concerns.
5. Unprofessional Conduct
Juror Smiley has engaged in conduct unbecoming of an elected official, including but not limited to his public scandal of mistreatment amongst young female employees at his restaurant in Monroe, LA. This conduct has undermined public trust in the office he holds and in the Ouachita Parish Police Jury as a governing body.
6. Failure of Oversight Responsibilities
As President of the Ouachita Parish Police Jury, Juror Smiley has failed to exercise adequate oversight over matters brought before the body, including serious complaints and concerns raised by constituents, employees, and members of the public. This failure has allowed conduct detrimental to the public interest to go unaddressed and uncorrected.
STATEMENT OF PURPOSE:
We the undersigned do not take this action lightly. We recognize that the recall process is a serious democratic remedy reserved for circumstances in which an elected official has demonstrated a fundamental failure to serve the people who elected them.
Shane Smiley was placed in his position of power by the voters of District E. He serves at the pleasure of those voters. He is a steward of public money and a representative of the public trust. When an elected official repeatedly fails to meet the basic obligations of that trust, it is not only the right but the responsibility of the people to act through every lawful democratic remedy available to them.
This petition is that action.
LEGAL BASIS:
This petition is submitted pursuant to Louisiana Revised Statutes 18:1300.1 et seq., which provides for the recall of elected officials by registered voters. We call upon the appropriate election authorities of Ouachita Parish and the State of Louisiana to recognize this petition and initiate the recall process in accordance with applicable law.

Each signatory understands that only registered voters residing in District E of Ouachita Parish, Louisiana, can sway this recall & that they support the recall of Shane Smiley from his position as Police Juror for District E.
