According to information from a reporter for the Duluth (MN) News/Tribune, it was a U.S. agency who refused further transit of the Draken Harald Harfagre and not the Canadian Pilotage agency reported earlier. This would mean that the decision to allow further transit of the longboat lies at least partially with the U.S. Coast Guard. This petition is directed to June Ryan, Coast Guard commandant for the U. S. Great Lakes.
At this time, the longboat captain has chosen to continue to Bay City to fulfill at least a portion of the planned itinerary. Without either a decision to rescind the pilotage requirement or the raising of funds to pay the fee, she will be forced to turn back.
