Fleet Road speed reduction change to 30mph

The Issue

Hartley Row Park housing development on the Fleet Road approach to Hartley Wintney has been occupied since August 2016. Made up of over ninety 2-5 bedroom houses, the development was built to welcome families to the local community.

The road speed is currently set at 40mph, reducing to 30mph at the entrance of Mount Pleasant/Grey House. This speed limit was set when the land was farmland prior to the installation of a roadside pathway and the residential development. The roadside path is the only pedestrian access to the village and infant/junior schools (0.3 miles away).

The current speed limit presents great danger for the residents of Hartley Row Park and surrounding houses, proven by the number of RTC’s already recorded along this stretch of road. This reinforces the urgency in which road safety measures need to be taken.

We would like the Council to take the following action :
• Reduce the speed limit to 30mph before the Hartley Wintney village sign at least half a mile away from the entrance to Hartley Row Park via Baldwin Close (travelling from Fleet to Hartley Wintney) in order to reduce the number of road traffic accidents and prevent any fatalities
• Install safety measures such as metal railings, speed bumps or chicanes with a view to slow traffic and protect the public using the footpaths
• Install a speed notification sign
