End premeditated medical murder of the healthy; End the nationwide destruction of records.

HIPAA allows states to allow hospitals to destroy a patient's medical records at any time after that patient's death (or release from any hospital, which owns said records)...Currently this time period is 3-7 years nationally.

In an age of virtually unlimited memory storage capacity, a law preventing destruction of any American's medical records (at any time) would be a huge deterrent to medical murder (per simulated/fabricated brain-death since 1963, for example), by organs retrieval (and/or by morphine overdose, inter alia),  for profit (or for any other reason).
