Half (140mill) to immediately help the people living in unsafe structures because they have nowhere else to go

Half (140 mil)goes to long term community recovery like ensuring clean drinking water, rebuild destroyed intersections to be safer for pedestrians (rather than cars), and neighborhoods are rebuilt justly for the people living there at the time of the TTTT. 

People are hurting now, the money is sitting in limbo depreciating. Use it for the people hurt most in STL. Now is the time. It would be unjust to let people suffer when there is enough to go around to help everyone
