Between Raleigh Boulevard in the north and Martin Luther King Boulevard in the South all traffic along capital Boulevard will be diverted into an underground tunnel. Above the tunnel, we will use the water from pigeon house Creek to create a canal scape through downtown Raleigh. Raleigh will get a much needed downtown water feature.
