Questions about ARC's Rail Trail Community Consultation Results.

It appears that, for the purposes of this consultation, Armidale Regional Council has effectively defined the “community” as extending across Australia and even beyond rather than giving primary attention to the views of ratepayers and residents within the Armidale Regional Council LGA and surrounding communities.

To arrive at its headline figure of 84.5% support for the rail trail, Council combined submissions from local residents with submissions from people living far outside the region — including cyclists and rail trail supporters from places such as Tasmania, Adelaide and even Switzerland.

Council also included more than 700 submissions for which no address was provided, and some submissions appear to contain only a first name. This raises legitimate questions about how respondents were verified and what screening was undertaken to identify possible duplicate submissions, particularly when Council collected feedback through five different consultation methods.

The important issue, therefore, is not simply the final percentage presented in Council's table, but the methodology used to produce that percentage.

Questions that deserve answers include:

• Who did Council define as the relevant “community” for this consultation?

• Why were submissions without an address included when assessing the level of community support?

• Were local residents and ratepayers distinguished from people living hundreds or thousands of kilometres away?

• What procedures were used to detect duplicate participation across the five consultation methods?

• Is it appropriate to combine all these responses into a single percentage and then describe the result as “community support?

This may not be what rail trail proponents want to hear, but anyone interested in understanding the truth behind the numbers should examine how the 84.5% figure was constructed, not merely accept the headline percentage.

The consultation may demonstrate strong support among 

+ people who chose to participate, including the wider cycling and rail-trail community, but that is not necessarily the same thing as demonstrating overwhelming support among Armidale Regional Council ratepayers and residents.

+The central question remains: does the 84.5% figure genuinely measure local community support, or does the methodology create an inflated impression of it?
