An alarming amount of dogs have been photographed chained to houses, and left to die during the recent disasters in Texas. 

This is extremely unsetting for animal lovers nationwide. Dogs have been left to die while neighborhoods flood, and owners have evacuated. 

This situation could have easily been prevented if owners cared for their animals in the first place.  Chaining and leaving dogs unsupervised for an extended amount of time is NEGLECT.   No dog deserves to sit outside their home on a chain for hours. Dogs can not defend themselves from any harm that comes their way.

Illegalize chaining or "tethering" dogs on private property with no supervision for an extended amount of time NATIONWIDE.
