The Relocation of Informal Settlers at Bonifacio and Katipunan Revolution Monument

The Issue

We have observed that there are many informal settlers in Bonifacio and the Katipunan Revolution Monument. It negatively affects many of the aspects of our community like uneducated voters, the cleanliness of our environment, the organization of our environment, and even the looks of our community. Therefore, we have decided to tackle this problem. As such, we are writing to you to discuss our proposition for the problem at hand.

The NHA is an agency that is tasked to develop and implement housing programs. Moreover, the NHA already has multiple projects involving the informal settlers, as such, we would like to add our proposals as suggestions for the building mechanics. Giving the reasons, we decided that the NHA is the proper agency to discuss the proposition with.

We propose that the government should build government housings at Pansol, Quezon City due to its large free space.  The advantages of government housing are not only limited to the moving of the informal settlers, but it also includes cleaning up the area and freeing up space for more formal houses or business. Moreover, we can congregate groups of informal settlers into one area therefore it will be simpler to manage. The government housings should be small in size to save up on building costs. We should also hire the informal settlers themselves to build the government housing so that they can earn extra living wages. While the materials needed for the housing should either be provided by the government using the taxes of the people or provided by a volunteer sponsor. Moreover, for electricity and water appliances, we could use more innovative and resource friendly approaches like the gravity powered light bulbs to avoid overpricing rent over electricity and water. We can also provide ceiling fans that are powered by gravity. Additionally, should the relocation prove successful, we could recycle the leftover housing material of the informal homes and possibly build public service areas like shops in the cleared-up area. Afterwards, we should make the shops a few stories high with the higher floors as apartment rooms for informal settlers and the shop be managed by informal settlers or lower-class workers. The project, should you choose to adopt it, should probably last 1 to 1 ½ year, depending on the number of houses.

Before we begin the project, we should properly negotiate with the informal settlers in Bonifacio and the Katipunan Revolution Monument to gain their consent. We should initially provide them with free food and necessities for the first month but have them work for the other months. Depending on the location, we should have them do manual labor or caretaking and the like. Moreover, we should allow them to bring their possessions and not confiscate them, after all, those are their hard-earned possessions. Should they choose to neglect the deal, then we shouldn’t force them but move on to different informal areas and different people.
