Put citizens at the heart of the UK-EU reset: grant the Ten Wishes
The Issue
I founded New Europeans after the 2016 referendum because so many people's lives, families and futures are bound up between Britain and Europe. More than 155,000 people signed our VotesDenied petition. Now there is a chance to make their voices heard.
On 20 November, Andy Burnham and Ursula von der Leyen meet in Brussels to take the UK-EU relationship forward. The reset so far has been about trade and security. Now it must be about people.
Seven million citizens have rights under the Withdrawal Agreement. They need those rights to be secure. Some 500 million people in Britain and the EU need the chance to live, learn and work across Europe again.
We ask them to agree ten practical changes that would make life easier for all citizens.
PROTECT ACQUIRED RIGHTS
1. Let me stay. No loss of status without a formal decision, a proportionality test and a right of appeal.
2. Let me prove I belong. Physical as well as digital proof of status, recognised across borders.
3. Let me come home. A guaranteed right of return, with protection while cases are pending.
CREATE NEW OPPORTUNITIES FOR ALL
4. Let me spend more time in Europe. Up to six months a year, fully reciprocal.
5. Let me work across Europe. A simple short-term route for professionals, up to 90 days, with no employer sponsorship.
6. Recognise my qualifications. Make the trade agreement's system work, with the first agreements within 12 months.
RECONNECT YOUNG PEOPLE
7. Let young people live across Europe. At least two years, with no cap, ballot or sponsorship, and capped costs.
8. Make Erasmus permanent. UK participation for 2028-34, agreed before the next election.
9. Make European opportunity available to everyone. Schools, further education and apprentices too, with a focus on disadvantaged young people.
GIVE CITIZENS A VOICE
10. Give us a say. Set up a UK-EU Citizens' Assembly and an annual citizens' rights hearing in the UK-EU Parliamentary Partnership Assembly.
After the 2016 referendum, New Europeans called for a Green Card to protect EU citizens' rights. Ten years on, the Ten Wishes are the next chapter: protect what was promised, and open new opportunities for everyone.
None of this reopens Brexit. Every wish is reciprocal and benefits Britons and Europeans alike. Please sign to make citizens part of the reset on 20 November.
