Kentucky Leaders Accused of Blocking Voters’ Right to Decide on Cannabis — Resignations Demanded

Kentucky Cannabis Freedom Coalition Calls for Resignation of Legislative Leadership Over Blocking of Constitutional Amendment Vote

Frankfort, KY — The Kentucky Cannabis Freedom Coalition (KCFC) is formally calling for the resignation of Senate President Robert Stivers and Speaker of the House David Osborne for blocking a constitutional amendment that would allow Kentuckians to vote directly on cannabis decriminalization.

For several years, KCFC has worked to introduce and support House Bill 199 and Senate Bill 168—legislation designed to place a constitutional amendment on the ballot, giving the people of Kentucky the ability to decide this issue for themselves.

Let us be clear:
This legislation does NOT legalize cannabis on its own.
It simply allows the people of Kentucky to vote and decide.

Right now, legislative leadership is preventing even that vote from happening.
In simple terms:

They are blocking Kentuckians from having a say in their own laws.

“This is as basic as it gets,” said a spokesperson for KCFC. “The people should be allowed to vote. That’s how democracy works. Instead, leadership is stopping the vote before it can even happen.”

This issue affects both Republicans and Democrats alike. No matter your political party, preventing citizens from voting on a constitutional amendment is an insult to American democracy and a direct denial of the people’s voice.

Polling and public engagement continue to show strong support across Kentucky for cannabis reform. Despite this, HB199 and SB168 have been repeatedly denied hearings and blocked from advancing—preventing voters from ever seeing the issue on the ballot.

KCFC believes that when elected officials refuse to allow a vote on an issue supported by the public, they are no longer representing the people.

For that reason, the Kentucky Cannabis Freedom Coalition is calling on Senate President Stivers and Speaker Osborne to resign their leadership positions and allow new leadership to restore transparency, fairness, and the fundamental right of Kentuckians to vote.

KCFC will continue to organize, mobilize, and demand accountability until the people of Kentucky are given their rightful opportunity to be heard at the ballot box.
