I have seen animal abuse and neglect cases most of my adult life. I've witnessed myself and seen plenty on social media. No animal should suffer. No animal should be beaten, tortured, starved or living in deplorable conditions. 

The Laws involving animals, don't seem to be protecting them. 

It's hard to comprehend what goes through a person's mind to do such horrendous things. It takes a very disturbed individual to do such harm to a defenseless animal. 

With that being said we NEED stiffer penalties for any and all animal cruelty cases. 

Next, I believe we need some sort of monitoring system for individuals and/ or businesses that own, care for, provide a service for any and all animals. 24/7 camera feeds for all the above situations. Animal Advocacy groups such as The Humane Society and PETA should be notified if any person/businesses that own, care for, or provide a service for more than "X" amount of animals. Maybe if the Animal Advocacy Groups know about these owners/businesses they can oversee them.
